<br /> Mayor Keller thought Mr. Delay was wanting information and wasn't <br /> concerned about funding, and that the October date would be sufficient for <br /> e information and funding both. Mr. Delay asked for another explanation <br /> from Ms. Larson whether the information for options to the Council and <br /> costs involved could be available by September 1. Ms. Larson replied the <br /> committee's job was to look at all agency applications, their needs, <br /> and set priorities. She said the budget subcommittee would have to <br /> evaluate all programs. <br /> Mr. Lieuallen said he was not satisfied with the response from the <br /> Revenue Sharing Subcommittee, noting he was not that worried with the <br /> process. He said if Council could not get a response from the Revenue <br /> Sharing Subcommittee, he was willing to proceed with another process. <br /> However, he wanted to see some action occur fairly soon to address this <br /> problem. He said if the problems could. not be worked out by the Revenue <br /> Sharing Subcommittee, then perhaps another committee needed to be es- <br /> tablished. The question in his mind was what the Subcommittee could do <br /> for the City Council with respect to this issue. <br /> Assistant Manager said the Revenue Sharing Subcommittee had to respond <br /> to information asked from it by City Council. He suggested this was <br /> the reason for setting a specific date for a report from that Subcom- <br /> mittee. However, he cautioned Council not to ignore the process the <br /> Subcommittee had to follow. He said there was a major investment <br /> of time by Subcommittee members, and setting a date of October 1 would <br /> allow them the opportunity to explore other options available such as CETA <br /> funding, the response from the Springfield Budget Committee, and a chance <br /> to gather data. <br /> e Mayor Keller said he felt the subcommittee had been very responsive, <br /> but that it was a typical committee in that it had four times the <br /> requests that it could fund. Therefore, the requests were reviewed <br /> by an advisory committee as to how to spend the funds. <br /> Mr. Delay said all he felt the Council needed from the Subcommittee <br /> was some idea of what was necessary to get this program off the ground <br /> so that Lane County, the City Council, and Springfield could start <br /> work i ng on it. Then the City Council could decide whether it wanted <br /> to get involved. <br /> Mr. Obie expressed concern regarding the amount of requests the sub- <br /> committee had to turn down, and whether the Council was creating pressure <br /> on this committee in regard to this particular program. He felt the <br /> Council already was using the wrong process. He said the Womenspace <br /> people had already been referred to that subcommittee which had served <br /> well in the past, and he felt the ongoing process should be maintained and <br /> Council should not get involved by applying too much pressure to the <br /> subcommittee. <br /> 7/20/77 - 5 <br /> e <br /> 513 <br />
