MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 81h Avenue <br />Eugene, Oregon 97401 <br />ATTACHMENT A <br />December 11, 2017 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Claire <br />Syrett, Chris Pryor <br />Councilors Absent: Greg Evans <br />Mayor Vinis opened the December 11, 2017, meeting of the Eugene City Council. <br />1. CEREMONIAL MATTERS <br />Mayor Vinis read and presented a letter to retiring Police Chief Pete Kerns. <br />2. PUBLIC FORUM <br />1. Bonny Bettman McCornack - said City is in violation of its own election law. <br />2. David Piccioni - spoke in support of elected auditor. <br />3. Bob Cassidy - appreciated the auditor discussion Council had at its work session. <br />4. Vernon Campbell - supported efforts to work out parking issues at Edison Elementary School. <br />S. Sue Wolling - encouraged making SDUs and cottage clusters easier to build and less expensive. <br />6. Robin Bloomgarden - said the high salary for potential elected auditor shouldn't be a concern. <br />7. Seth Sadofsky - said there is no simple housing solution; make SDUs and cottage clusters easier. <br />8. George Brown - spoke in support of city auditor ballot measure. <br />9. John Thielking - spoke about couchhosting.org office hours and homelessness solutions. <br />10. Bill Bezuk - owner of Eugene Backyard Farmer, discussed rats and farming community. <br />11. Patricia Hine - spoke in favor of No New Fossil Fuel Infrastructure Ordinance. <br />12. Jim Neu - spoke in favor of No New Fossil Fuel Infrastructure Ordinance. <br />13. Laurie Powell - spoke in favor of No New Fossil Fuel Infrastructure Ordinance. <br />14. Eliza Kashinsky - spoke in favor of cottage cluster code amendments. <br />15. Jack Radey - voiced concerns around selection of new police chief. <br />16. Eric Jones - spoke as part of a community rodent action team to educate residents about rats. <br />17. Caitlin Bowman - spoke in favor of divestment from U.S. Bank, SDU changes, no new fossil fuels. <br />18. Kimberly Gladen - supported City efforts to address serious rat problem in the downtown area. <br />19. Ed McMahon - executive director of Homebuilders Association, said more housing is needed. <br />Council Discussion <br />• In favor of grandfathering on -street parking at Edison Elementary. <br />• There will be an upcoming Missing Middle Housing work session conversation where the <br />issue of SDUs can be addressed. <br />• Consider appropriate response to the City missing an election notification deadline. <br />3.
