6. URBAN RENEWAL AGENCY PUBLIC HERAING AND ACTION: Resolution Adopting a <br />Supplemental Budget; Making Appropriations for the Urban Renewal Agency of the City <br />of Eugene for the Fiscal Year Beginning July 1, 2017, and Ending June 30, 2018 <br />1. John Barofsky - offered his perspective on the proposed URA supplemental budget. <br />Council Discussion <br />• Concerned that Council did not have enough time to review the supplemental budget before <br />the meeting. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to adopt a <br />resolution, consistent with Option two, adopting a Supplemental Budget; making <br />appropriations for the Urban Renewal Agency of the City of Eugene for the fiscal year <br />beginning July 1, 2017, and ending June 30, 2018. PASSED 6:1, Councilor Semple opposed. <br />The Mayor adjourned the meeting of the Eugene Urban Renewal Agency and reconvened the meeting <br />of the Eugene City Council. <br />7. PUBLIC HERAING AND ACTION: Resolution 5210 Adopting a Supplemental Budget; <br />Making Appropriations for the City of Eugene for the Fiscal Year Beginning July 1, 2017 <br />and Ending June 30, 2018 <br />1. John Barofsky - offered his perspective on the proposed supplemental budget. <br />Council Discussion <br />• The marijuana tax listed on the supplemental budget is in reference to the local tax. <br />• The money set aside for World Championships is carrying over to the next year's budget. <br />• The transfer to general fund is for ongoing facilities maintenance/capital projects fund not <br />covered by the budget. <br />• Would appreciate having more time in the future to review the supplemental budget before <br />adopting it. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to adopt <br />Resolution 5210 adopting a Supplemental Budget; making appropriations for the City of <br />Eugene for the fiscal year beginning July 1, 2017 and ending June 30, 2018. PASSED 6:1, <br />Councilor Semple opposed. <br />8. UPDATE: Rats <br />Public Works Director Sarah Medary and Planning and Development Director Denny Braud, <br />gave an update about current efforts to address rat complaints. <br />Council Discussion <br />• The City isn't making any less of an effort than it has in the past. <br />• Backyard farming and composting are likely contributing to the increase in rat population. <br />• The major problems seem to be in residential areas. <br />• Grateful for plans for increased public outreach. <br />9. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(e) and ORS 192.660(2)(h) <br />The Council met in Executive Session to discuss the negotiation of a real property transaction <br />and to consult with legal counsel regarding current litigation or litigation likely to be filed. <br />MINUTES — Eugene City Council Meeting December 11, 2017 Page 3 <br />
