EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br />Work Session: Parks and Recreation System Plan Implementation - <br />Funding for Operations and Maintenance and Capital Improvements <br />Meeting Date: January 22, 2018 Agenda Item Number: B <br />Department: PW/ LRCS Staff Contact: Carolyn Burke <br />www.eugene-orgov Contact Telephone Number: 541-682-4914 <br />ISSUE STATEMENT <br />In 2015, the Parks and Open Space and Recreation Services divisions launched a process to <br />establish a plan for the future of the parks and recreation system. Two outcomes of this process <br />include a 30 -year vision for parks and recreation to benefit current and future generations and a <br />10 -year implementation plan that identifies priorities and funding strategies. <br />This work session is a continuation of a discussion on funding strategies for both maintenance and <br />operations and capital improvements. Options and a staff recommendation are provided. <br />If the Council decides to send one or more parks and recreation funding measures to the May 2018 <br />ballot that action would need to occur by February 12th. To meet this timeline, direction from City <br />Council is needed at this work session to prepare the required resolution. The resolution would <br />then be brought back for final Council action on February 5th or 12th. <br />BACKGROUND <br />Staff have drawn on the findings of polling results, the Council Subcommittee work, three years of <br />public engagement through the Parks and Recreation System Planning effort, and additional <br />precedent research to identify options and a recommendation for addressing the existing shortfall <br />in operations and maintenance funding as well as capital improvements. <br />Operations and Maintenance Funding <br />A $2.4 million operations and maintenance gap currently exists. By addressing this shortfall, park <br />users will see an improvement in the cleanliness, safety and general condition of Eugene's parks. <br />Funding would be directed to the following types of activities: <br />• Park safety and security <br />• Illicit activity response <br />• Developed park maintenance <br />• Natural area maintenance <br />• Future park maintenance (phased in over time) <br />January 22, 2018, Work Session - Item B <br />
