Polling results indicate a solid willingness of voters to support a funding measure that increases <br />service levels in these areas. Additional information on the types of activities is included in <br />Attachment A. <br />Funding Mechanisms <br />Short-term options for addressing the operations and maintenance need of $2.4 million include: <br />• 5 -year local option property tax levy <br />• Marijuana Tax (partial funding only) <br />While not a long-term solution because of the 5 -year funding limit, a levy can serve as a stop gap <br />measure while a more sustainable solution is identified and implemented, such as a parks and <br />recreation fee or sugary beverage tax. The formation of a private foundation endowment is <br />another mechanism that holds strong interest and can be pursued as a longer range solution. A <br />commitment to work towards securing sustainable funding for Parks and Recreation operations <br />and maintenance can be included in the findings of a resolution that would refer an operating levy <br />to the ballot. <br />Capital Improvement Funding <br />System Development Charge Funding <br />SDC funds can be used to leverage potential bond funds, stretching a moderate-size bond of $31.1 <br />million to a total investment of over $50 million. It should be noted that the estimates for applying <br />SDC funds are based on a draft methodology that accompanies the draft Parks and Recreation <br />System Plan project list. While this methodology is not yet adopted, it is the best information <br />available at this time to estimate the future SDC eligibility of individual projects. <br />Proposed Bond Measure Funding <br />Polling results show that in addition to strong support for additional funding to maintain parks, <br />63% of likely voters would support a $30 million bond measure to improve parks, trails, natural <br />areas, community centers and pools. Based on the community priorities identified in the October <br />poll as well as the past three years of analysis and community engagement for the Parks and <br />Recreation System Plan, the following types of projects should be considered for inclusion in a <br />capital funding measure: <br />• Park and Trail Renovation Projects <br />• Habitat Restoration Projects <br />• Safety Improvements <br />• Repairing and Improving Restrooms and Irrigation Systems <br />• Matching funds for School Districts Partnership <br />• Community Center and Pool Renovations and Improvements <br />• New Park Development in Underserved Neighborhoods <br />See Attachment B for a detailed list of projects and Attachment C for project cost estimates. <br />The sizing of the operations and maintenance levies takes into account the timing of the <br />operations and maintenance expenditures, inflation for future costs, and discounts and <br />
