Community Schools Policy Proposals <br /> A. Approval of revised composition of Community Schools Coordinating <br /> Committee--letter and memo distributed to Council. <br /> Manager reviewed background of the composition of the Committee <br /> and noted School Board agreed to having one School Board and one <br /> City Council representative on the Committee. Scott Shaw and Ruth <br /> Miller were available to answer questions. <br /> Ms. Smith felt the revised composition addressed the concerns of <br /> the Council, clarifying both the composition and voting membership <br /> of the Committee. Mr. Lieuallen indicated satisfaction in the <br /> composition and said it clarified that staff people would not be <br /> voting members. <br /> Mr. Hamel moved, seconded by Mr. Delay, to adopt and approve <br /> the revised composition. Motion carried unanimously. <br /> B. Approval of Goals for Community Schools Coordinating Committee-- <br /> Memo distributed to Council <br /> Manager noted the reason for the adoption of goals for this committee <br /> had been that at budget time there had been a concern as to whether <br /> the Community Schools should be continued, expanded, and what their <br /> e accomplishments were. He said the next step would be to develop a <br /> system of measuring and determining whether the schools were working <br /> toward these goals. <br /> Mr. Haws asked for clarification if this applied only to the 4-J <br /> School District and not Bethel. It was determined it applied only <br /> to the 4-J Districtw <br /> Ms. Smith wondered whether it was the intent to establish measuring <br /> devices prior to the next budget-making process, by next January <br /> or February. Scott Shaw replied that was part of the consideration. <br /> He said the Committee had to start with a plan and develop a interim <br /> report, noting this establishment of goals replaced the 1974 Planning <br /> Document. <br /> Manager said this was a good starting place, and he felt the goals <br /> were adequate, saying they could be changed later, as time went along. <br /> It was noted the item would be on the School Board's agenda for its <br /> Monday night meeting. <br /> Mr. Hamel wondered whether the item should be held over for more <br /> study and for adaptation of stronger goals. Mr. Lieuallen said <br /> one of the difficulties in trying to establish goals was in cate- <br /> gorizing the function of a particular school in a particular <br /> neighborhood.
