Mr. Haws moved, seconded by Mr. Hamel, to approve the proclamation. Motion carried unanimously. e Council Bill 1527--Amending Ordinance No. 18017; determining and levying annual tax for fiscal year beginning July 1, 1977, and ending July 30, 1978; and declaring an emergency was read by number and title only, there being no Council member present requesting it be read in full. Manager reported that the levy figure in this ordinance reduced by $500,000 the amount actually authorized by the election. Mr. Haws moved, seconded by Mr. Hamel, that the bill be read the second time by council bill number only, with unanimous consent of the Council, and that enactment be considered at thi s time. Motion carried unanimously, and the bill was read the second time by council bill number only. Mr. Haws moved, seconded by Mr. Hamel, that the bill be approved and given final passage. Roll call vote. All Council members present voting aye, the bill was declared passed and numbered 18040. - H. National League of Cities Conference--San Francisco, December 3-7, 1977 Manager said the Oregon delegation wished to organize and have all Oregonians lodged in the same hotel to facilitate group meetings. He requested City Councilors notify the Manager1s office regarding their intentions to attend. A show of hands indicated all Councilors present were planning to attend. e I. Joint Housing Committee Resignation--Letter from William Korns, dated July 18, 1977, resigning from the Joint Housing Committee had been received. Manager said this did not create a vacancy on the Committee and a letter of thanks would be sent to Mr. Korns. J. Lane County Economic Improvement Commission--Letter and proposed County resolution distributed to Council. Manager said it was not known if this group would be formed, but it if were, Council may want to designate a representative. Mr. Haws indicated at a recent L-COG meeting he had made a motion to delay decision to September. He felt the presentation was not adequate and requested City staff to research the matter regarding what the exact proposal was and other options that might be available. He wished City Council to discuss and provide some direction for him prior to the next L-COG meeting in September. Mr. Hamel expressed agreement for postponement and reviewed the past one and a half year1s history of a group attempting to form such an economic commission. He noted recently the Chamber of Commerce had been working very hard at dealing with this issue and suggested perhaps the Chamber would have more resources than City staff and could present their research and information to Council.
