<br /> Mr. Haws moved, seconded by Mr. Hamel, to approve the proclamation. <br /> Motion carried unanimously. <br />e Council Bill 1527--Amending Ordinance No. 18017; determining and levying <br /> annual tax for fiscal year beginning July 1, 1977, <br /> and ending July 30, 1978; and declaring an emergency <br /> was read by number and title only, there being no <br /> Council member present requesting it be read in full. <br /> Manager reported that the levy figure in this ordinance reduced <br /> by $500,000 the amount actually authorized by the election. <br /> Mr. Haws moved, seconded by Mr. Hamel, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the Council, and that enactment be considered at <br /> thi s time. Motion carried unanimously, and the bill was read <br /> the second time by council bill number only. <br /> Mr. Haws moved, seconded by Mr. Hamel, that the bill be approved <br /> and given final passage. Roll call vote. All Council members <br /> present voting aye, the bill was declared passed and numbered <br /> 18040. <br /> - <br /> H. National League of Cities Conference--San Francisco, December 3-7, 1977 <br /> Manager said the Oregon delegation wished to organize and have all <br /> Oregonians lodged in the same hotel to facilitate group meetings. <br /> He requested City Councilors notify the Manager1s office regarding <br /> their intentions to attend. A show of hands indicated all Councilors <br /> present were planning to attend. <br />e I. Joint Housing Committee Resignation--Letter from William Korns, dated <br /> July 18, 1977, resigning from the Joint Housing Committee had been <br /> received. Manager said this did not create a vacancy on the Committee <br /> and a letter of thanks would be sent to Mr. Korns. <br /> J. Lane County Economic Improvement Commission--Letter and proposed County <br /> resolution distributed to Council. Manager said it was not known <br /> if this group would be formed, but it if were, Council may want to <br /> designate a representative. <br /> Mr. Haws indicated at a recent L-COG meeting he had made a motion <br /> to delay decision to September. He felt the presentation was not <br /> adequate and requested City staff to research the matter regarding <br /> what the exact proposal was and other options that might be available. <br /> He wished City Council to discuss and provide some direction for <br /> him prior to the next L-COG meeting in September. <br /> Mr. Hamel expressed agreement for postponement and reviewed the <br /> past one and a half year1s history of a group attempting to form <br /> such an economic commission. He noted recently the Chamber of <br /> Commerce had been working very hard at dealing with this issue <br /> and suggested perhaps the Chamber would have more resources than <br /> City staff and could present their research and information to <br /> Council.
