Revisions in Schedule for Council Goals Discussion--memo distributed <br /> to Council <br /> Manager reviewed the revised schedule. He noted Item 1, Economic <br /> Development, was the highest priority set by Council. It was determined <br /> an exchange of dates would be in order, economic development to be dis- <br /> cussed September 14; and transportation to be discussed September 21. <br /> Item No.4, Council Assistance, to be discussed August 17 and 31. Manager <br /> said that on Friday, Councilors would receive paper work on proposals. <br /> In the meantime, Paget Engen would like to talk individually with <br /> Councilors as to their ideas. For Item No.5, Civic Center, Manager <br /> said Dean Baumgartner was developing a detailed chart for distribution <br /> to Council. He said appointment by City Council of a consultant would <br /> be recommended next week. <br /> Mr. Lieuallen had attended the Civic Center Commission meeting earlier <br /> Wednesday, and noted the City Council's desire to see ground breaking <br /> take place in 18 months. Plans for such a center had been in progress <br /> for 15 years, being fairly complex, with many issues to be resolved. <br /> He felt a higher priority was to complete the project, rather than to <br /> do it within a certain time frame. He requested Council's response as <br /> to whether they wanted to do it right or do it within a certain time frame. <br /> Mr. Obie said he hoped the two were not mutally exclusive. Mr. lieuallen <br />e said he did not want to delay the project. More discussion would be <br /> held at the August 17 meeting. <br /> Manager completed review of the revised schedule, noting the various <br /> department heads involved had agreed to the time frame. <br /> III. Improvement Resolutions <br /> Res. No. 2728--Authorizing sanitary sewer construction on Orr Lane from <br /> 19th Avenue to 1,000 feet south was read by number and <br /> title. <br /> Mr. Haws moved, seconded by Mr. Hamel, to adopt the resolution. <br /> Res. No. 2729--Authorizing sidewalk construction on Bertlesen Road from <br /> 11th Avenue to Royal Avenue was read by number and title. <br /> Mr. Haws moved, seconded by Mr. Hamel, to adopt the resolution. <br /> Mr. Obie questioned on Res. 2728 that 32.4 percent of the property owners <br /> affected had signed the petition and the other property owners were <br /> opposed. He thought City policy was that at least 50 percent of property <br /> owners affected had to approve the petition.
