He spoke <br /> against the motion and said he would vote against it. <br />e Mr. Allen clarified for Mr. Obie that Council was initiating the <br /> process for authorization to set up a public hearing at which time <br /> the people affected would be allowed to present their arguments for <br /> or against. He said staff was requesting Council allow that procedure <br /> to be set in motion. <br /> Mr. Delay requested Staff Notes on the background of that policy by <br /> Public Works Department for the next request for improvement items. <br /> Mr. Haws said he would like staff to address the question as to what <br /> would happen if Council did not extend the sewers, whether that meant <br /> the property could not be developed. <br /> Vote was taken on the motions, with both carrying unanimously. <br />IV. Public Works Contract Awards for 100 Percent Petition Improvements-- <br /> Opened August 2, 1977 (tabulation attached) <br /> A. Paving, sanitary sewer, and storm sewer within Oak Crest Subdivision <br /> and sanitary sewer within 160 feet of the north boundary of Oak <br /> Crest Subdivision <br /> B. Paving, sanitary sewer, and storm sewer within W. C. Fields Sub- <br /> division and sanitary sewer from south boundary of W. C. Fields <br /> Subdivision to the southeast 650 feet <br /> C. Paving, sanitary sewer, and storm sewer within 3rd Addition to <br /> Firland Heights; paving Spring Boulevard from south boundary of <br />e 3rd Addition to Firland Heights to 250 feet south; and sanitary <br /> sewer to serve the area 160 feet south of the south boundary of <br /> 3rd Addition to Firland Heights <br /> D. Paving, sanitary sewer, and storm sewer within Humboldt Subdivision; <br /> paving within 160 feet south of Humboldt Subdivision <br /> E. Paving and sanitary sewer within Riggs Subdivision <br /> F. Sanitary sewer to serve Tax Lot 18-03-16-30-2100 adjacent to Skyline <br /> Drive <br /> G. Storm sewer within Annamidaz Subdivision <br /> H. Bicycle path 12th Avenue from Willamette Street to Oak Street <br /> 1. Paving overlays, various streets <br /> Don Allen distributed a corrected list of tablulation to Council. He <br /> noted two people wished to speak to two of the improvement assessments. <br /> The first assessment with a request for testimony was Item 5 (Job 1375) <br /> paving and sanitary sewer within Riggs Subdivision. Mr. A 11 en sa i d <br /> this had been petitioned by 84 percent of the property owners with <br /> the remainder being paid by the developer. He reviewed the cost to <br /> the abutting property owners and said Wildish Construction Company was <br /> low bidder. The project is to start within ten days of award of the <br /> contract.
