He said they did not want <br /> to hold up the process, but questioned whether there was a way to delay <br /> awarding of the bids to allow these persons the opportunity to object. <br /> Mr. Allen said the bid would be kept active for 30 to 45 days. He sug- <br /> gested the bid be withdrawn at this time, that notification of current <br /> property owners be done, with a hearing set for the August 22 Council <br /> meeting. This would give the other property owners the right to testify. <br /> Mr. Delay noted a problem could ensue wherein the property might change <br /> hands before August 22, and wondered if that group of property owners <br /> might come back requesting a further delay. Mayor Keller noted that <br /> was a good point, citing it to be a civil matter between the developer <br /> and those people buying the lots. <br /> Mr. Obie wondered if the notification to the property owner on April 12 <br /> until awarding of contracts August 10 was within the ordinance time <br /> limits. Mr. Allen said there might be some question later on, noting <br /> the reason for his preference for renotifying the property owners and <br /> holding a hearing August 22. <br /> Item 8 (Job 1319), Bicycle Path 12th Avenue from Willamette Street <br /> to Oak Street was withdrawn, as the bid request failed to include <br /> some federal regulations. <br />e Staff recommended awarding to low bidders on all other items. <br /> Mr. Haws moved, seconded by Mr. Hamel, to award low bids as <br /> recommended by staff for improvement petitions A, B. C, 0, E, <br /> F, and I. Motion carried unanimously. <br /> V. Authorization to sign agreement with State Highway Department re: <br /> Traffic Signal Installation on Pacific Highway West (ORE 99) at 5th <br /> Avenue (McKinley Street)--Agreement distributed to Council <br /> Manager said the State would pay for installations and the City would <br /> undertake maintenance costs. <br /> Res. No. 2730--Authorizing entering into agreement with State Highway <br /> Department for traffic signalization on Pacific Highway West (ORE 99) <br /> at 5th Avenue (McKinley) was read by number and title. <br /> Mr. Haws moved, seconded by Mr. Hamel, to adopt the resolution. <br /> Roll call vote.
