Acce tin bid and awardin sale of 1977 General Obli ation Warrants <br /> Flnance memo has een dlstrlbuted to Councll members <br /> Mr. Delay asked for a general assessment of how over-extended the City <br /> of Eugene is in terms of bonding capacity. Finance Director noted that <br /> state law provides for a limitation of three percent of the assessed <br /> evaluation. He said that, in its present position, the City could <br /> offer $18 million and still be within the three percent limitation. <br /> He noted that two bids were received "today"--one from u.s. National <br /> Bank for 4.43 percent and one from First National Bank for 4.20 percent. <br /> The resolution authorizes accepting the low bid and issuing the warrants. <br /> Res. Motion carried unanimously. ) <br /> IX. Approval of Council Minutes <br /> Mr. Hamel moved, seconded by Mr. Delay, to approve the Council <br /> minutes of September 6 and September 14, 1977. Roll call vote. <br /> Motion carried unanimously. <br /> x. Feasibility of Source Separation of Solid Waste <br /> Jeff Detlefsen, Department of Environmental Management for Lane County, <br /> said that, in an attempt to investigate the feasibility of diverting <br /> recoverable resources from the waste stream and returning them to <br /> industry as secondary materials, Lane County is embarking on a feasi- <br /> bility study which will involve collection of residential recyclables <br /> at the source. Lane County's annual expenditure to promote and investi- <br /> gate recycling at the source has reached $144,000 per year. Twenty <br /> percent of that total is budgeted for the feasibility study. In addi- <br /> tion to the feasibility study's budget, he said, Eugene garbage haulers <br /> have offered to cover expenses of collection and marketing the recyclables <br /> produced by the feasibility study.
