<br /> . <br /> Mr. Obie wondered how staff arrived at the decision of horseshoe pits as a <br /> priority item rather than something else. Mr. Smith responded this was a <br /> five-year commitment and plan for Federal Government funding; there was a . <br /> commitment made on this program in the original proposal. As far as the <br /> priority, he said staff tried to stretch dollars as much as possible. He <br /> said any project connected to, or adjacent to, Willamette River or Skinner's <br /> Butte Park was popular. In the budgeting process, staff followed a <br /> priority list for programs and felt this was a priority item for this <br /> particular area of town. <br /> Mr. Obie then wondered if the decision was made for the horseshoe pits <br /> vs. tennis courts or some other recreational item because of pressure <br /> or long-range planning. Mr. Smith said this was part of long-range <br /> planning for that area. Assistant Manager noted the plan was part of <br /> the original agreement with the Federal Government, which required <br /> a design plan, and the staff was generally executing that plan at this <br /> time. <br /> Mr. Hamel moved, seconded by Mr. Delay, to accept low <br /> bids as recommended by staff. Motion carried unanimously. <br />VI1. LCOG Utban Runoff Water Pollution Request--Memo and request distributed <br /> Manager noted there had been a great deal of study and negotiation on <br /> this matter and noted, in the attached memo, the suggestion had been <br /> made that the City commit itself to $5,100 rather than the requested <br /> $15,048.40. He also noted the 208 staff had been contacted, and it <br /> was found that if Springfield did not cooperate with the program, it would <br /> not be executed. Mr. Allen noted Springfield had also decided not to e <br /> participate at the requested financial level, but had not decided on a <br /> figure. <br /> . Mr. Lieuallen reviewed for Council a publication recently distributed <br /> by LCOG in which information was given regarding industrial, commercial, <br /> and residential waste that ends up in the river when rainstorms occur and <br /> there is no treatment for the pollution. <br /> Mr. Hamel moved, seconded by Mr. Delay, to allocate $5,100 <br /> for the study. Motion carried unanimously. <br />VIII. Improvement Petitions <br /> Res. No. 2773--Authorizing initiating process for paving, sanitary sewer, <br /> and storm sewer construction within Yoder Estates was <br /> read by number and title. <br /> Mr. Hamel moved, seconded by Mr. Delay, to adopt the resolution. <br /> Roll call vote. Motion carried unanimously. <br /> Res. No. 2774--Authorizing initiating process for paving, sanitary sewer, <br /> and storm sewer construction within Plum Tree Subdivision <br /> was read by number and title. <br /> Mr. Hamel moved, seconded by Mr. Delay, to adopt the resolution. e <br /> Roll call vote.
