<br /> -- <br />. <br />. <br /> Mr. Delay wondered if an island would be created if this annexation <br />. of right-of-way were approved. Mr. Saul said three islands would be <br /> created: 1) in the area of Alton Baker Park; 2) in the area north of <br /> 1-5 south of Harlow Road; and 3) south of Beltline Road in the area of <br /> Willakenzie. <br /> Mr. Bradley felt it would be good park planning if Alton Baker Park <br /> were within one jurisdiction. He wondered what consequences would <br /> occur if this portion were allowed to become part of Springfield. <br /> Assistant Manager replied that the County owns the property and it would <br /> have no effect on the ownership of the park property, and would not change <br /> who operates the park properties. Mr. Saul said this question had been <br /> addressed several years ago when the City released certain parcels <br /> in Alton Baker Park to the County. It was understood at that time <br /> the County would remain responsible for development and planning. <br /> Public hearing was held with no testimony presented. <br /> Mr. Haws moved, seconded by Mr. Hamel, to approve the Boundary <br /> Commission initiated annexation to Eugene of certain right- <br /> of-way sections from center line west of 1-5. Motion carried <br /> unanimously. <br /> Mr. Haws moved, seconded by Mr. Hamel, to approve the Planning <br /> Commission recommendation to transfer section of Alton Baker <br /> Park east of 1-5 to Springfield. Motion carried with all <br /> Council members present voting aye, except Mr. Bradley voting no. <br />e Mr. Haws left the meeting. <br /> VI. Washington/Jefferson Park Bids--Memo attached <br /> Manager said the bids were for two items: 1) for construction of restroom <br /> and maintenance building at Washington/Jefferson Park; and 2) for construc- <br /> tion of horseshoe courts at Washington/Jefferson Park. Ed Smi th, Parks <br /> Department, said this was part of a commitment to the Federal Government <br /> to provide facilities, and was being financed by 50 percent of the grant <br /> from the Bureau of Outdoor Recreation. <br /> Mayor Keller questioned the cost of the horseshoe project. Mr. Smi th <br /> said there would be 16 covered horseshoe pits, side-by-side because <br /> they were under the bridge; there would be future potential for being <br /> lighted and there had been a great amount of interest in this sport. He <br /> said ten clubs had been waiting and had participated in the design; there <br /> is a possibility of holding a statewide tournament in Eugene. <br /> Mr. Obie wondered why horseshoe pits had been selected, rather than <br /> considering building tennis courts. Ed Smith said there was not room and <br /> the cost for one tennis court was about $20,000.
