Public Hearing: Boundary Commission Initiated Annexation: Located <br /> adjacent to and including 1-5 right-of-way, north of the Willamette <br /> River (AI 77-15) <br /> Recommended unanimously by Planning Commission on September 26, 1977. <br /> Jim Saul, planner, said this annexation was initiated by the Boundary <br /> Commission and referred to the City for comment prior to Boundary Commis- <br /> sion final action Thursday, November 3. The property involved in the <br /> proposed annexation consists of either freeway or right-of-way, property <br /> owned by EWEB or the City of Eugene, or pUblic utilities such as the <br /> Northwest Pipeline. The purpose of the proposed annexation is to elimi- <br /> nate the present maze of special service districts which cover this area. <br /> The area of the freeway itself and adjacent properties involve an almost <br /> incomprehensible array of special districts and contradictions in the way <br /> service is delivered. The following examples were quoted as illustrative e <br /> of the situation: 1) the Willamalane Park and Recreation District extends <br /> west of 1-5 in the Alton Baker Park area and includes property presently <br /> within the City of Eugene; 2) the Oakway Water District extends east of <br /> the freeway in certain areas and includes property that should be part of <br /> Springfield; and 3) the Rainbow Water District extends west of the freeway <br /> in other areas into property which should be part of Eugene. The Boundary <br /> Commission initiated the annexation to resolve the conflicts. He said the <br /> Planning Commission had reviewed the annexation and had no objections and <br /> had given it favorable recommendation. <br /> In terms of development implementation, there is none since the property <br /> is basically freeway or pipeline right-of-way. In regard to service <br /> implementation, fire protection would simply legitimize what the City is <br /> already doing. In regard to police protection, the State Police Depart- <br /> ment has notified that the City would not be expected to patrol the <br /> freeway. Mr. Saul said this was the first issue the City would be asked <br /> to comment on. <br /> The second issue involved the illogical extension of City limits north <br /> of the Willamette River and east of the freeway, which was annexed in <br /> 1974. This is all part of Alton Baker Park, but is immediately contigu- <br /> ous to the Springfield Sewage Treatment Plant. North of the Willamette <br /> River and the center line of the freeway has been the dividing line <br /> between the two jurisdictions.
