When the clinic becomes self-sufficient, then e <br /> Springfield would have the option to participate financially. <br /> The decision to allow Springfield to participate on this basis <br /> was made because the Policy Board felt there were higher goals <br /> for a joint effort and consolidated program. The balance between <br /> cooperation between the three jurisdictions in lieu of financial <br /> participation by Springfield was felt to be a satisfactory trade- <br /> off. The agreement will come before Council October 26 for dis- <br /> cussion, and Mr. Bradley noted the POlicy Board decision does <br /> not bind the three jurisdictions in any way. <br /> Mr. Delay said he would like to have time to explore the policy <br /> questions to be addressed, noting Council was working its way <br /> into a funding version of cooperation. Assistant Manager noted <br /> there were many examples where Council has participated in such <br /> cooperative efforts in the past. <br />J. Sale of Krugerran~-Mr. Bradley expressed concern about financial <br /> institutions selling or offering for sale this gold piece from <br /> South Africa. He felt it went against the human rights policies <br /> of the City and asked Council to go on record as opposing this <br /> sale. <br /> Mr. Bradley moved, seconded by Mr. Delay, that City Council <br /> go on record as opposing the sale. <br /> Mr. Obie said he would vote against the motion. He felt City e <br /> Council should not become a "little United Nations," but should <br /> focus its attention on City business. Ms. Smith noted opposition <br /> for an item coming before Council without prior materials. She <br /> also expressed concern regarding the length of today's agenda. <br /> Ms. Smith moved, seconded by Mr. Obie to table the motion. <br /> Motion carried, with Haws, Hamel, Williams, Smith, and Obie <br /> voting aye; Delay, Lieuallen, and Bradley voting no. <br /> Mr. Bradley then asked staff to research the matter and bring it <br /> back as a future agenda item. Mr. Williams said he felt the <br /> issue had been tabled for any future discussion. Mr. Bradley re- <br /> quested clarification. Assistant Manager said it would take a <br /> majority motion by Council to removed the item from the table. <br />K. Tree Preservation Committee--Mr. Bradley expressed concern about <br /> the composition of the Committee, noting an over-emphasis in <br /> real estate interests and developers. He expressed concern <br /> regarding the danger of City Council losing its right to make <br /> appointments and allowing Mayor to make those appointments. <br /> . <br /> 10/19/77--4 <br /> 1&8 <br />
