Dave <br /> Jordan, Police Department, indicated $14,800 initial investment the <br /> first year, and the second year was up to the Budget Committee. He e <br /> f~lt the second year would probably be similar to the first year's <br /> figure. Mr. Obie then asked when the City would begin receiving money <br /> back from the clinic. Assistant Manager said that the clinic should <br /> be breaking even the third year and money should be coming in the <br /> fourth year. <br /> Mr. Delay expressed his feeling that Council should support such a <br /> motion. He said the spay-neuter clinic was a very important element <br /> in dog control in the community, and felt this to be the key issue. <br /> He said this agreement would give Eugene and Lane County the control <br /> it needed. He also noted that Eugene and Lane County were extending <br /> themselves to accommodate Springfield and the Tri-Agency, noting that <br /> instead of Springfield not paying, it in fact would be receiving <br /> payment from the other two jurisdictions. He felt it important to <br /> understand Council was going out of its way to cooperate and important <br /> to get the spay/neuter clinic operating as quickly as possible. <br /> Mr. Haws moved, seconded by Mr. Hamel, to authorize City Manager <br /> to draft resolution.
