Councilor Taylor averred that the bill did not require citizenship and did not constitute discrimination. <br />She noted that 39 states already required proof that a person was in the country legally prior to granting a <br />driver's license. <br /> <br />Councilor Poling concurred. <br /> <br /> Roll call vote; the vote on the motion was a 4:4 tie; councilors Ortiz, <br /> Bettman, Kelly, and Pryor voting in favor and councilors Solomon, <br /> Poling, Taylor and Pap6 voting in opposition. Mayor Piercy voted in <br /> favor of the motion and the amendment passed on a final vote of 5:4. <br /> <br /> Roll call vote; the main motion passed unanimously, 8:0. <br /> <br />Mayor Piercy moved on to Item D, the resolution to approve the Eugene/Springfield Consolidated Plan. <br /> <br />Councilor Bettman said it would be awkward to address her concerns because the councilors did not have <br />a copy of the plan in the agenda packets, she did not have the requested specific amending language to the <br />plan, and the plan was required to be adopted by May 15. <br /> <br /> Councilor Bettman, seconded by Councilor Kelly, moved to delete the <br /> word 'rental' from the heading of the table at the top of page 54. <br /> <br />Councilor Kelly requested, should the other proposed amendments be of a "surgical quality," that they be <br />bundled. <br /> <br />Councilor Bettman said she spoke to staff and they were amenable to the edit. <br /> <br />Councilor Solomon asked PDD Grants Manager Linda Dawson to speak to the amendment. <br /> <br />Ms. Dawson said the proposed word change was in line with the intent of both cities. <br /> <br /> Roll call vote; the amendment passed unanimously, 8:0. <br /> <br /> Councilor Bettman, seconded by Councilor Kelly, moved to delete <br /> references to alley improvements and to references to code changes as it <br /> pertained to the City of Eugene. <br /> <br />Councilor Bettman said, in terms of zoning issues, the plan could be amended afterward. She felt the <br />council needed to give the City Manager policy direction on the issue of mixed-use development. <br />Regarding alley and street improvements, she averred that should the council be able to see the plan, it <br />would understand the need to make this amendment. <br /> <br />City Manager Taylor stated that the plan was available in the council office and on the Internet.
