Delay, to forward with approval <br />to OLCC subject to all construction permits and issuance of <br />certificate of occupancy. Motion carried unanimously. <br /> <br />IX. Approval of Minutes <br /> <br />Mr. Hamel moved, seconded by Mr. Delay, to approve Council minutes <br />April 12, 1978. Rollcall vote. Motion carried unanimously. <br /> <br />A short recess was taken. <br /> <br />X. T-2000 Plan <br /> <br />Assistant Manager said the TPC approved the request yesterday to modeling <br />the Community Meet proposal, noting he felt the matter needed to be <br />accurately described for clarification of Council. He said to properly <br />put the Community Meet alternatives proposal on the the statels computer <br />model, including the technical concepts, would possibly require a year of ~ <br />staff time and effort. He also noted it was not known how much data will .., <br />be available before Council is asked to make decisions. He said some <br />information might be available in six- to eight-weeks time, but was <br />uncertain as to how valuable that information might be. The model will <br />make use of capacity estimates and cost estimates on configurations of the <br />proposal that will incur substantial amounts of time. However, he assured <br />Council there would be as much data back as soon as possible, but again <br />reiterated he was not sure how valuable that data might be. <br /> <br />Also, Assistant Manager noted TPC is perceived by some as being an agency <br />that has something to win or lose whether or not the Community Meet <br />proposal bears fruit. He said that was not the case. However, TPC does <br />feel that they should remove themselves from the evaluation and have thus <br />asked L-COG and OOOT to be the prime movers in analyzing the data in an <br />attempt to keep the process valid. . <br /> <br />Assistant Manager also noted that the process in which Council is involved <br />does not occur very quickly, but he wanted to reassure Council it was very <br />much involved in an on-going process. There will be an automatic annual <br />review on the T-2000 Plan regarding such things as financing and policy of <br />various projects. <br /> <br />Mr. Delay expressed appreciation for staff taking that position, but <br />noted a concern as to whether or not L-COG staff will not evaluate as <br />readily or whether there would be a change.
