<br />- <br /> <br />Council he did not believe there would be a time change because of <br />L-COG's understanding of the Councills high interest. <br /> <br />Mr. Delay did not agree with TCP removing themselves from evaluation. <br />He expressed another concern regarding the time lag, noting he felt <br />Council should fully explore as much as possible the alternatives <br />early in the process rather than waiting until the last minute when <br />it is up against a time deadline. He wanted a process in which Council <br />could get meaningful data early for evaluation and expressed confidence <br />in TPC, noting he would like to see their results. Assistant Manager <br />assured Mr. Delay that TPC will react to the data. Regarding Mr. Delay's <br />concern of the time frame, he said that was the reason for reminding <br />Council they were involved in an on-going process. Council will be <br />looking at on-going problems that will be dealing with such things as <br />air quality, modal splits, and financing of the projects. <br /> <br />e <br /> <br />Jim Farah, Planner, said the overall context in which the Plan was <br />prepared was in the context of a given population of 277,000 by the year <br />2000. He said itls possible that population estimate will be reached <br />before or after that year. Regarding the points raised at the public <br />hearing held April 17, he said the overall land-use allocation for <br />Transportation Plan, major development was assumed to occur in Goodpasture <br />Island area. Second, he said, Eugene downtown area was considered to <br />continue as a major employment center which was consistent with the Goals <br />and Plans adopted by Council previously. It would also assume the <br />continued residential development in the central area. <br /> <br />Also, the major residential growth in the west and southwest areas of the <br />city were targeted areas with the project intended to address that <br />Qrowth. It was also imoortant for Council to note that little residential <br />development in the River Road area was assumed because of the inability to <br />develop sewers and the lack of land left for development. Further, the <br />Plan is predicated on preventing service level E in traffic congestion, <br />with the intent to plan for preventing that level. He noted the projects <br />would be implemented on a case-by-case basis. Also, the Plan was attempting <br />to reach a middle-ground focus based on the broad prespective of issues. <br /> <br />James Bernhard, President, Planning Commission, reviewed for Council the <br />Planning Commissionls consideration of the Plan. On March 22, formal recom- <br />mendations had been submitted to Council after consideration of the Plan <br />and the consideration of oral and written testimony. He said that recom- <br />mendation provides for long-range direction for the transportation issue <br />as it affects decisions relating to land use. <br /> <br />- <br /> <br />Mr. Bernhard reviewed the five basic elements in the Plan for Council. <br />First, he said the policies had significant effect on the existing City <br />Plans and Goals, noting there were many land-use conflicts. Thus, the <br />Planning Commission was recommending the update of the 1990 Plan. The <br />Planning Commission reviewed the policy in detail and felt there were <br />significant values of the Plan. He noted some small changes in wording <br />from negative to positive statements. The Planning Commission recognized <br />the roadway capacity effects, and that becomes a key element of the Plan. <br />He said also that the Planning Commission was recommending that any plan <br />adopted needs a yearly update. <br /> <br />4/19/78--7 <br /> <br />2..7/ <br />
