<br />. Regarding the Transit section, he noted it also affects land use and <br />public freedom of choice. He cautioned Council this had to be continually <br />monitored and updated. Reqarding the streets and highways, he said ~ <br />the system provides the background for all modes of transit. There was ~ <br />concern about service level E. He noted again the Planning Commissio~ <br />recommended the continual updating as being very necessary. Also, recom- <br />mendations included phasing of some projects, i.e., Ferry Street Bridge <br />area. Regarding 6th and 7th avenues, he said the Planning Commission felt <br />there was a need for very careful study and careful monitoring for future <br />development. Study was given to the Lincoln-Charnelton couplet and it was <br />felt that more exploration be studied of this recommendation. <br /> <br />The 30-30 connector was felt to be a natural route if it is a <br />limited service route. Of the noncorridor projects, it was recommended <br />that modification respond to citizen concern, i.e., the Lorane Highway. <br />It was suggested the corridor projects be studied regarding their effect <br />on neighborhoods as well as the effects on the total city. <br /> <br />Mr. Bernhard concluded, with the given parameters of the Plan, it should <br />be used as a guide and not be a hard and fast plan. He felt that it <br />should be implemented through public discussion and study as money is <br />available to implement the Plan. He noted also that there were conflicts <br />between the 1990 Plan and the Community Goals adopted by the City, and <br />study would have to be done to balance out those conflicts. <br /> <br />Mr. Hamel wondered if the Planning Commission had considered the Washington- <br />Jefferson couplet. Mr. Bernhard said it was recommended that if at all <br />possible, theWashinqton-Jefferson couplet be moved eastward. It was .. <br />recognized as a problem and that there is a need for more study, adding .., <br />that this was only the beginning. <br /> <br />Ms. Smith wondered, in context of the Plan being referred to as a guideline <br />and on-going process, what the process would be for Council. Assistant <br />Manager said that staff has been involved in this Plan for many years, and <br />will continue to be involved through the MATC Committee. <br /> <br />Ms. Smith then wondered, in light of the recommendation to make modifica- <br />tions in response to citizen concern, i.e., Lorane Highway, whether there <br />would be other public hearings for those concerns to be expressed. <br />Assistant Manager said the process depends on the funding. If Lorane <br />Highway were to become an arterial, it would be approached as would any <br />other arterial in the city with notice to the property owners, meetings, <br />and public hearings before Council as to whether the project should <br />proceed. He reassured Council that every part of the Plan will serve as a <br />guide and direction as to priorities when money becomes available. <br /> <br />Don Allen, Director of Public Works, said the main determining factor was <br />the source of money involved. He noted federal regulations are very <br />stringent and have procedures that the City must follow in order to <br />obtain those funds.
