<br />Mr. Williams spoke also to the amount of Council time that had been spent <br />on this issue. He said as a taxpayer he would very much prefer, in the <br />expenditure of his tax dollars, that the best person be appointed to the .... <br />boards and commissions, which does not necessarily mean only a resident .., <br />of Eugene. <br /> <br />Vote was taken on the amendment, which failed, with Hamel, <br />Williams, Obie, and Smith voting no; Haws, Lieuallen, and <br />Delay voting aye. <br /> <br />C.B. 1660--Concerning City boards, commissions, and committees; amending <br />Section 2.013 of Code, 1971, and declaring an emergency was <br />read by council bill number and title only, there being no <br />Councilor present reque~t~ng it be read in full. <br /> <br />Mr. Hamel moved, seconded by Ms. Smith, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the Council, and that enactment be considered at <br />this time. <br /> <br />Mr. Delay noted he would vote for the ordinance because he felt the <br />problem needed to be solved. However, he did not agree with the <br />concept that it would be difficult to find Eugene residents to serve <br />on boards, especially Library and Airport. He felt it important that <br />the membership be Eugene residents, as the boards and commissions are <br />serving Eugene residents. <br /> <br />Mayor Kell er requested cl arifi cati on on page 2, after Item C, regardi ng <br />Mayoral appointments. Mr. Long said the statement does not purport ~ <br />to establish requirement of committees created by the Mayor, only those ' <br />created by the Council. <br /> <br />Vote was taken on the motion, which carried unanimously, <br />and the bill was read the second time by council bill number <br />only. <br /> <br />Mr. Hamel moved, seconded by Mr. Delay, that the bill be <br />approved and given final passage. Roll call vote. All <br />Councilors voting aye,-except Williams voting no, the bill <br />was declared passed and numbered 18178. <br /> <br />Mayor Keller noted receipt of a letter from Ms. Laverne Edwards, 1260 <br />President Street, and Jim Johnston, 179 West 37th Avenue, which were <br />entered into the record. <br /> <br />IV. Liquor License Applications <br /> <br />A. Annual Renewal Applications (list attached) <br /> <br />Mr. Hamel moved, seconded by Mr. Delay, to approve the <br />renewals.
