Eugene Sports Program Proposal for Building Project in Westmoreland Park-- <br />memo distributed <br /> <br />Manager said this request came from the Parks Department for approval to <br />lease a 1.929-acre parcel in Westmoreland Park to ESP for construction of <br />an office building. The lease agreement terms were outlined in the memo. <br /> <br />Ernie Drapela, Assistant Parks Director, said the discussions for this <br />project had been going on for some time. It was felt by staff that <br />the land is very suitable for this type of project. ESP has had a recent <br />fund-raising project and has secured enough to carry this particular <br />project. The Parks Department has looked at the building plans and are <br />now working with the Attorney's office regarding the lease agreement. <br />Staff was requesting authorization from Council to allow the ESP to <br />proceed. Mr. Drapela noted, that in event the ESP should cease to exist <br />as an entity, the City would automatically receive all assets. <br /> <br />e <br /> <br />Mr. Obie expressed a concern regarding sufficient parking. Mr. Drapela <br />said that was one of the first items that had been addressed, and the <br />plan was amended from its original form to provide for more parking <br />and provide even further for expansion, if needed, at a later time. <br />Mr. Obie felt that would be an improvement for the neig~borhood and <br />reduce the present problem of on-street parking. <br /> <br />Mr. Delay said the last time this matter had been discussed, one of <br />the main concerns of Council was that it have some kind of criteria <br />to evaluate such proposals. He wondered, in the absence of such evalua- <br />tive criteria, whether staff had some determination that this proposal <br />adequately serves a public need and at the same time could show why a <br />commerical project would not serve the same need. He also expressed <br />concern regarding the long-term health of this association. If ESP became <br />marginal, was there some assurance the facilities would be maintained. <br />Mr. Drapela said the specifics of the contract speak exactly to the <br />maintenan~~'~~ facilities on the park land. Obviously, he said, Parks had <br />no control over the financial solvency but he felt the Board of Directors <br />for ESP would work very hard to see that it remained solvent. Regarding <br />Mr. Delay's first expressed concern, he said staff had submitted a policy <br />statement to the Manager's Office regarding the philosophy in terms of <br />future use of park land. He noted there was a national trend to allow <br />private uses of City-owned park land because of the costs. <br /> <br />Mr. Delay hoped the staff would continue developing evaluation criteria <br />before another project proposal comes before Council.
