Roll call vote. Motion carried unanimously.

Mr. Haws left the. meeting.

XII. T-2000 Work Session

Councilors will be meeting with the Lane County Commissioners and the
City of Springfield on May 18 at 7:30 p.m. at Harris Hall. Mayor Keller
felt that the goals as suggested are compatible on a short-term basis.
The overriding key is that, even if five percent mass transit ridership
is the goal, it is a strong commitment to mass transit in general.
There will be an opportunity five years from now to guide and steer
perhaps in a more positive manner.

--

Mr. Farah, City planner, noted a question had been raised on the first seven
policies relating to land use. He said the plan suggests that, as part of
the 1990 update, policies like those be strongly considered. He said
staff also feels that Mayor Keller's proposal is good. He also noted
distribution to Councilors of a memo from Public Works and Planning
responding to the role of the transportation plan in the context of other
plans. In summary, he said he feels the long-range transportation plan
fits and responds to the direction of the overall plan. Mayor Keller
wondered if consideration was given to what was transpiring before the
Update Committee. Mr. Farah responded that The Update Committee will
take t~e transportation plan and program it into the update process.

Mr. Bernhard, Planning Commission member, said the Planning Commission
discussed the plan with traffic representatives and Lane Transit
representatives. They talked about modal splits, ridership, etc.
The Commission was split on many of the issues, he said. Because of
the diversification, the Planning Commission felt the transit element
should be included as it is with the suggestion that it will be implemented
to gear to the needs of the citizens.

Mr. Obie wondered if any consideration was given to breaking the transit
goal down relative to implementation; for example, what will it be five
years from now. Mr. Farah felt the process would do just that. The
process as proposed by Mayor Keller would involve looking at the progress
in ,five years.
