suggested by a certain year, it is proposed to monitor progress, and
maybe modify the Year 2000 goal. In answer to a question from Mr.
Hamel, Mr. Farah said that street widening projects are geared to
respond to all three modes of traffic, i.e., cars, mass transit,
and bicycles.

Mr. Hamel moved, seconded by Mr. Bradley to give tentative approval
to element three of the T-2000 Plan. Motion carried unanimously.

Mr. Farah summarized background on element four, streets and highways.
Mr. Bernhard summarized Planning Commission discussions on the various
items contained in element four. Mr. Delay referred to the suggestion
that several projects be accelerated. He wondered if those suggestions
were entirely subjective or if there was some data available that
suggested the projects were phased wrong. Mr. Farah noted that those
suggestions were based on such things as traffic problems at main
entrances into the city. Ollie Snowden, L-COG, noted that on some
projects, for example, money might be available in a shorter amount of
time. Mr. Bradley wondered if there was any support for level of service
D. Mr. Bernhard answered that the Planning Commission does not support
level of service E. Sev~ral on the Commission wanted level of service
B or C but they realized that that is not affordable. He said the cost
almost doubles every time the goal is dropped back one.

tit

Mr. Obie left the meeting.

Some discussion was held relating to concerns if the state were to sell
off parcels of land to the west that had originally been planned for ~
the Roosevelt freeway.

Mr. Hamel moved, seconded by Mr. Bradley, to tentatively approve
the adoption of element four, streets and highways, as amended by
the Planning Commission. Motion carried unanimously.

Mr. Hamel moved, seconded by Mr. Bradley to give tentative
approval to the section entitled "Other Elements."
