<br />- <br /> <br />A vote was taken on the motion, which carried with all Councilors <br />present voting aye, except Obie and Williams voting no. <br /> <br />Mr. Obie explained his "no" vote. He felt the arguments made to rein- <br />state the position were very valid. However, he felt Mr. Bradley's intent <br />to be irresponsible in not caring how the budget may be affected. He felt <br />Council had taken a position of changing long months of work by the Budget <br />Committee and felt it could have been handled better. <br /> <br />Mr. Lieuallen requested information as to the Parks Maintenance posi- <br />tions. He had ridden his bicycle through the park and felt it was neces- <br />sary and responsible for the City to maintain and keep the parks in good <br />condition. Manager said there was not sufficient information from the <br />Parks Department to present to Council at this time. The option for <br />acting on that will be at the hearing held June 26. <br /> <br />III. Transfers of Appropriations--Memo and resolutions distributed. <br /> <br />Manager said this does not increase the budget, but is readjusting items <br />in the present budget using various accounts that have not been expended. <br />He noted in Resolution 2923, the most important item was authorization for <br />the remodeling of City Hall I. <br /> <br />Res. No. 2922--Authorizing transfer of non-contingency appropriations <br />within a given fund between programs and/or object groups <br />was read by number and title. <br /> <br />e Mr. Bradl ey moved, seconded by Mr. Del ay, to adopt the resol u- <br />tion. Roll call vote. Motion carried unanimously. <br /> <br />Res. No. 2923--Authorizing transfer of appropriations from General Fund to <br />General Capital Projects Fund and authorizing appropriations <br />in the General Capital Projects Fund was ready by number <br />and ti tl e. <br /> <br />Mr. Bradley moved, seconded by Mr. Delay, to adopt the resolu- <br />tion. Roll call vote. Motion carried unanimously. <br /> <br />IV. Code Amendment: Weed and Grass Control--Ordinance distributed. <br /> <br />Manager said the new ordinance was directed to controlling one major area <br />of concern, that being obnoxious vegetation growing on developed and <br />undeveloped lots. Under the present code, the program is directed mainly <br />to undeveloped lots from June 15 to September 30. Major concern is <br />increasing about the many improved properties and their affect on adja- <br />cent property. The ordinance is directed to allowing year-round enforce- <br />ment of the same standards on developed lots but retaining the seasonal <br />limits for undeveloped lots. The City can require front yards to be cut <br />within a certain height (ten inches). It would be administered by HCC, <br />Housing Inspectors.
