No. 2925--Calling public hearing June 14, 1978 re: Withdrawal <br />from Junction City Water Control District area north of <br />Jessen Drive and west of Highway 99N (Blackstone)(A/Z <br />77-10) CEU 78-30, was read by number and title. <br /> <br />Mr. Bradley moved seconded by Mr. Delay, to adopt the resolu- <br />tions. Motion carried unanimously. <br /> <br />e. <br /> <br />VI. OLCC Response--Memo distributed. <br /> <br />Manager noted distribution of the testimony Assistant <br />Manager had presented at the recent task force meeting on OLCC. <br />Council could now make additions or suggestions for inclu- <br />sion; then a formal statement would be forwarded to the Commission. <br /> <br />Mr. Obie wondered where the position was developed that the City opposes <br />the general liquor store outlets, as opposed to state-controlled liquor <br />stores. Assistant Manager said that was a statement on the part of <br />the staff, noting the police's chief concern of the increase in probable <br />crimes, robberies, and personal injuries that come with that type of <br />situation. Also, it was noted the State has long-term trained employees <br />thus eliminating possible violation of liquor laws within the private <br />sector. The State allows operation under strict controls, but does <br />subcontract with private owners. <br /> <br />Mr. Williams suggested two additions. He would like to see more stores <br />in areas like Eugene, and wanted the quota criteria abolished. He felt ~ <br />the only question necessary was whether or not that the applicant obeyed ~ <br />the law. <br /> <br />Assistant Manager clarified that it was difficult for the staff to strongly <br />support either quota system or an open market system. If there were no <br />quota system, the probability of businesses failing would increase. <br />However, staff did feel if the OLCC was going to use criteria, it should <br />be announced ahead of time so that everyone would know the rules. <br /> <br />Mr. lieuallen suggested some changes. The quota system should be expanded, <br />noting a person should have the opportunity to fail in business and that <br />shoul d not be a ~ity concern. Also, he wi.shed to see the Board expanded in <br />number and use of a more open meeting forum; that the City's recommenda- <br />tion should be given more weight; that there should be more green fronts; <br />that there should be longer hours; and the enforcement element should be <br />reconsidered to be made more professional, less arbitrary and intimidating, <br />perhaps moved outside the OLCC. <br /> <br />Mr. Obie moved, seconded by Mr. Williams, to accept the recom- <br />mendations as outlined by staff with the following additions: <br /> <br />1.
