2005 Legislative Session IGR Committee Bill Approval June 13, 2005 Directs State Board of Forestry to establish permanent conservation reserves on state forestlands. Designates certain forestlands in Tillamook and Clatsop Counties SB 0345 3 Support as permanent conservation reserves. 2/17 Directs local governments to allow neighborhood associations specified period of time to comment on issuance or renewal of liquor license. Extends time periods for SB 0357 3 Neutral consideration of application for license. 2/17 Increases penalties for possession, delivery and manufacture of methamphetamine, 3,4-methylenedioxyamphetamine, 3,4-methylenedioxymethamphetamine and 3,4- SB 0377 3 Support/Am methylenedioxy-N-ethylamphetamine. 2/17 Expands crime of unlawful distribution of methamphetamine precursors by SB 0378 3 Support prohibiting sale of methamphetamine precursors to persons under 18 years of age. 3/17 Requires majority of voters in territory proposed to be annexed and majority of voters in city or district annexing territory to approve annexation plan under which city or SB 0380 3 Monitor district may annex territory within urban growth boundary. 3/09 Reduces personal income tax rates, including rates imposed on capital gains. Increases state earned income tax credit and makes earned income tax credit refundable. Increases threshold level of estates of decedents that are not subject to Oregon inheritance tax. Establishes principal residence property tax exemption for homesteads of seniors or persons with household income below threshold level. Increases elderly rental assistance program. Enacts uniform sales and use tax administration provisions. Directs Department of Revenue to enter into Streamlined Sales and Use Tax Agreement. Imposes sales tax on sales of tangible personal )roperty or services. Imposes use tax on use of tangible personal property purchased out-of-state. Sales and use tax provisions become operative on January 1,2006, and apply to transactions occurring on or after January 1,2006, but do not become operative if Streamlined Sales and Use Tax Agreement is not executed prior to SB 0382 3 Monitor January 1,2006. Takes effect on 91st day following adjournment sine die. 3/09 SB 0409 3 Support Expands definition of 'aggravated murder' to include murder of reserve officer. 3/17 Repeals sunset on pilot program for collection, recycling and disposal of fishing tackle. Expands reach of program from six rivers to statewide. Directs State SB 0410 3 Monitor Department of Fish and Wildlife to publicize program. 2/24 Relating to urban renewal; creating new provisions; and amending ORS 457.010, SB 0412A 3 Monitor 457.085, 457.095, 457.120 and 457.440. 5/26 Page 76
