Ms. Bettman determined from Mr. Sullivan that the projects in question would be reviewed by the council. <br /> <br />Responding to a question from Ms. Taylor about the use of the term "brownfield" for parcels in downtown, <br />Mr. Sullivan said that such parcels were frequently referred to in that manner because of the implication <br />there could be something under the ground. <br /> <br />Responding to a question from Mr. Pap~, Mr. Sullivan clarified that the money was not being sought for any <br />particular project; the City had a lack of such funding for downtown projects. He also pointed out the <br />money in question could be used for public improvements, such as parking garages, if the project met the <br />program criteria. <br /> <br />Ms. Bettman recalled there was a shared liability for brownfield clean-up with ORI, and asked if the money <br />in question could be used for that. Mr. Sullivan indicated the City would have to employ Brownfield <br />Economic Development Initiatives Fund in conjunction with Section 108 proceeds. The City would have to <br />conclude there was a need for 108 funds and BEDI funds in the same project. Mr. Braud added that ORI <br />had already gone through the due diligence process in regard to the purchase of the site and accepted the <br />property for environmental cleanliness and the consequent liability. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to approve the grant application. The mo- <br /> tion passed unanimously. <br /> <br />4. Grant Approval: Historic Preservation <br /> <br />Mr. Yeiter reviewed the grant, which was for a historic preservation grant to continue education and an <br />estimated three property nominations for historic status in the River Road area. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to approve the grant application for historic <br /> preservation. The motion passed unanimously. <br /> <br />5. Grant Approval: Transportation Growth Management (TGM) Application <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to deny the TGM grant application for <br /> mixed use. <br /> <br />Ms. Bettman said that many terms in the grant application were undefined, such as "quality building design <br />standards." She said that the council attempted to include standards in the Land Use Code Update, and they <br />were rolled back. She said the City was in the process of rolling back the negligible design standards the <br />council had managed to include in the code. She perceived the grant application as facilitating the rollback <br />of those standards. She also questioned the definition of "small scale," saying the council had been unable <br />to reach agreement on that issue. Ms. Bettman noted the development of an alternative path was on the <br />council's post-LUCU program, but the term had yet to be defined and each councilor had a different view of <br />what it meant. She believed that hiring an auditor before the council examined the standards was premature. <br /> <br />Mr. Yeiter said he developed the grant with input from the Planning Commission.
