Call to Order and Review Agenda <br /> <br />Mr. Pap6 called the May 26 meeting of the Council Committee on Intergovernmental Relations to order. <br /> <br />There were no changes made to the agenda. <br /> <br />2. Approval of Minutes <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to approve the minutes of May 12, 2005. <br /> The motion passed unanimously. <br /> <br />3. Grant Approval: Brownfields <br /> <br />Mr. Sullivan and Mr. Braud were present for the item. <br /> <br />Ms. Bettman determined from Mr. Sullivan that the private redeveloper, rather than the City, borrowed the <br />money needed for redevelopment. Ms. Bettman asked why the materials referred to the use of tax increment. <br />Mr. Sullivan responded that the Housing and Urban Development Department would look first to the <br />primary source of repayment, which was the project, but wanted to see a secondary source of repayment. <br />Tax increment could be one of those sources, but there were some legal issues related to that. Another <br />source could be the interest and principle payments to the Business Development Fund. <br /> <br />Ms. Bettman asked if the City was actually borrowing the money, or was the developer. Mr. Sullivan <br />clarified that the loans were made to private parties, and collateralized with real estate or personal <br />guarantees. Ms. Bettman asked if the City had ever had to repay such a loan. Mr. Sullivan did not know, <br />adding that the City had not participated in the program for some time.
