Applies to urban renewal <br /> HB 3056 I Neutral ~lans adopted or substantially amended on or after effective date of Act. 4/14 <br /> Prohibits Land Conservation and Development Commission and Department of <br /> Land Conservation and Development from taking any action against local <br /> government by reason of modification of, removal of or failure to apply land use <br /> regulation in response to claim under Ballot Measure 37 (2004). Prohibits civil action <br /> by other property owners to recover loss of value to property that is claimed to have <br /> occurred by reason of modification of, removal of or failure to apply land use <br /> regulation in response to claim under Ballot Measure 37 (2004). Declares <br /> HB 3120 I Oppose emergency, effective on passage. 5/05 <br /> Requires applicant for energy facility site certificate to obtain land use approval from <br /> local government. Requires State Department of Energy to generate environmental <br /> ~mpact statement. Allows site certificate to be granted only if applicant can show need <br /> for generating capacity.
