2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Requires pesticide operator, governmental body, public utility or telecommunications <br /> utility making applications of pesticide to real property to give notice to State <br /> Department of Agriculture before making application. Creates exceptions. Specifies <br /> timing and content of notice. Requires department to maintain notice as public record. <br /> Makes failure to file proper notice in timely manner punishable by civil penalty not to <br /> exceed $1,000 for first violation or $2,000 for subsequent violation. Makes failure to <br /> comply with department order to file notice or to correct notice information punishable <br /> by civil penalty not to exceed $1,000 for first day of noncompliance and $2,000 for <br /> each subsequent day of noncompliance. Imposes additional information requirement <br /> for notice or written plan for chemical application involving commercial application of <br /> pesticides to certain forestlands. Extends time for making comments regarding notice <br /> or written plan for pesticide application. Delays earliest time for proceeding with <br /> HB 3003 2 Support/Am pesticide application following submission of written plan. Makes failure to file notice ir4/07 <br /> Authorizes issuance of lottery bonds for transportation projects other than transit <br /> projects. Specifies uses of moneys. Sunsets January 2, 2008. Declares emergency, <br /> HB 3024 2 Oppose effective July 1,2005. 4/14 <br /> Expands property tax exemption for ethanol production facilities to include biofuel <br /> production facilities, including oil seed crushing facilities. Provides for optional <br /> )articipation in exemption by local taxing district. Applies to biofuel production <br /> facilities for which application for exemption is first filed on or after January 1, 2006, <br /> HB 3030 2 Support for tax years beginning on or after July 1, 2006. Extends sunset date for exemptions. 4/14 <br /> Requires diesel fuel sold in state to contain certain percentage of biodiesel. Requires <br /> gasoline sold in state to contain certain percentage of ethanol. Requires State <br /> Department of Agriculture to adopt standards for biodiesel and gasoline blended with <br /> HB 3033 2 Support ethanol. 4/14 <br /> Requires governing body of city or county to approve application to divide legal lot or <br /> )arcel that was unlawfully divided if governing body approved development permit for <br /> HB 3081 2 Oppose ~ortion of that legal lot or parcel after unlawful division. 4/14 <br /> Specifies that person working for news organization does not commit offense of <br /> refusing to assist in firefighting operations if person disobeys lawful order of firefighter <br /> or peace officer in order to report on fire. Allows person working for news <br /> organization to enter forest area otherwise restricted because of fire or fire hazard for <br /> HB 3083 2 Oppose purposes of reporting on fire or fire hazard. 4/21 <br /> <br /> Page 22 <br /> <br /> <br />
