2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Moves state forensic laboratories from Department of State Police to Department of <br /> Justice. Makes related changes. Directs Department of Justice to establish standards <br /> for law enforcement agency communications systems. Requires cities and counties <br /> applying for federal grants for certain purposes to submit grant applications to <br /> HB 2961 2 Oppose/Am Department of Justice to determine if consistent with standards. 4/21 <br /> Requires State Board of Pharmacy to establish electronic database for information <br /> reported by drug outlets regarding sale of certain pseudoephedrine products. <br /> Restricts access to and limits use of information in database. Directs State Board of <br /> Pharmacy to reclassify methamphetamine from Schedule II to Schedule I. Declares <br /> HB 2962 2 Support/Am emergency, effective July 1,2005. 4/14 <br /> Broadens class of persons eligible to receive benefits from Public Safety Memorial <br /> HB 2966 2 Support Fund to include domestic partners. 4/07 <br /> Expands crime of murder to include deaths caused by person driving while under <br /> influence of intoxicants if person has specified record. Expands crime of assault in <br /> first degree to include injuries caused by person driving while under influence of <br /> HB 2971 2 Support intoxicants if person has specified record. 4/14 <br /> Exempts public projects for which contract price does not exceed $ from <br /> ~revailing wage rate law. Requires Commissioner of Bureau of Labor and Industries <br /> to adjust maximum contract price for exempt projects annually for inflation. Declares <br /> HB 2996 2 Oppose emergency, effective on passage. 4/21 <br /> Exempts public improvement contract or public works project from competitive bid <br /> requirements or prevailing wage rate requirements when community group or <br /> nonprofit organization contributes 50 percent or more of value of contract or project. <br /> Requires contracting agency, in determining value of contract or project, to include <br /> HB 2997 2 Oppose value of volunteer labor offered by community group or nonprofit organization. 4/21 <br /> <br /> Page 21 <br /> <br /> <br />
