2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Eliminates economic hardship requirements that areas must meet to be designated <br /> enterprise zones. Eliminates limitation on number of zones that may be designated. <br /> Eliminates 10-year maximum duration of zone designation. Allows zone sponsor to <br /> establish all requirements for additional two-year period of exemption and permits <br /> greater period of time during which agreement establishing additional period of <br /> exemption may be executed. Requires applicant for designation to submit to <br /> director list of local taxing districts that have elected not to participate. + } Takes <br /> HB 3143A 2 Neut/Am effect on 91st day following adjournment sine die. 0/00 <br /> Implements constitutional amendment that authorizes school district to impose <br /> property taxes for kindergarten that are not limited by existing constitutional limits on <br /> HB 3147 2 Support property taxes. Takes effect on effective date of constitutional amendment. 4/14 <br /> Creates sunset provision for all personal income or corporate excise or income tax <br /> expenditures that are not required under federal law, Oregon Constitution or to avoid <br /> HB 3149 2 Support double taxation. Creates Oregon Tax Expenditure Commission. 4/21 <br /> Deletes provision requiring Land Use Board of Appeals to affirm local government's <br /> interpretation of local government's comprehensive plan and land use regulations <br /> unless interpretation is inconsistent with express language of, purpose for or <br /> underlying policy of plan or regulation or is contrary to statute, goal or rule that plan or <br /> HB 3202 2 Oppose regulation implements. 4/21 <br /> Establishes fee on gross receipts derived from short-term vehicle rental operations. <br /> Transfers net fee revenues to State Police Account.
