2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Prohibits facially neutral housing policy that adversely impacts disabled persons or <br /> other persons due to their race, color, sex, marital status, source of income, familial <br /> status, religion or national origin to greater extent than it adversely impacts persons <br /> generally. Prohibits discrimination against disabled persons or discrimination due to <br /> race, color, sex, marital status, source of income, familial status, religion or national <br /> origin by multiple listing service, real estate brokers' organization or other service, <br /> organization or facility relating to business of selling or renting dwellings. Requires <br /> Commissioner of Bureau of Labor and Industries to investigate complaint of <br /> discrimination within 30 days of filing of complaint. Allows court trial for violation. <br /> Allows attorney fees. Imposes civil penalties. Reactivates property tax exemption for <br /> single-unit housing in distressed urban areas. Extends period during which <br /> applications for exemption may be made. Permits condominiums to be eligible for <br /> SB 0299 2 Support either single-unit or multiple-unit housing property tax exemption. Creates crime of 3/09 <br /> Specifies circumstances under which peace officer and corrections officer may use <br /> deadly physical force. Requires recording of grand jury proceedings under certain <br /> circumstances. Allows disclosure of record unless certain findings are made. <br /> Requires district attorney to investigate incidents in which public safety officer's use of <br /> deadly physical force results in death or serious physical injury. Requires Attorney <br /> General to review investigation and to provide other assistance. Declares emergency, <br /> SB 0301 2 Support/Am effective on passage. 0/00 <br /> Establishes system to provide various types of compensation in specified instances <br /> when land use requirement reduces fair market value of property. Establishes <br /> program for creation, purchase, sale, exchange or conveyance of transferable <br /> development credits. Imposes compensation and conservation taxes. Repeals Ballot <br /> Measure 37 (2004). Takes effect on effective date of constitutional amendment or <br /> revision that exempts taxes imposed under Act from property tax limitations in <br /> SB 0308 2 Oppose Oregon Constitution. 3/17 <br /> Requires Director of the Department of Consumer and Business Services to adopt <br /> rules specifying limitations on travel for workers attending required medical <br /> examinations for workers' compensation claims and requiring distribution of <br /> educational materials about examination process to workers by insurers and self- <br /> insured employers. Requires Board of Medical Examiners to adopt professional and <br /> ethical standards and to establish and maintain list of physicians qualified to conduct <br /> required medical examinations for workers' compensation claims.
