2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Directs Oregon Government Standards and Practices Commission to charge public <br /> bodies amount based on number of public officials serving public body for purposes <br /> SB 0420 2 Support/Am of funding activities of commission. Declares emergency, effective on passage. 2/24 <br /> Requires percentage of estimated total cost of all urban renewal projects proposed <br /> to be undertaken under urban renewal plan to be for affordable housing. Requires <br /> amendment to existing plans to provide for percentage of total costs of projects to be <br /> for affordable housing. Permits municipality to opt out of affordable housing <br /> requirements if governing body of municipality finds that adequate supply of <br /> affordable housing exists and will continue to exist in plan area. Permits, under <br /> certain circumstances, urban renewal agency to construct affordable housing outside <br /> SB 0425 2 Neutral urban renewal district. 2/17 <br /> Clarifies exceptions to exclusive jurisdiction of Land Use Board of Appeals to review <br /> SB 0431A 2 Support land use decisions and limited land use decisions. 4/28 <br /> Converts Land Use Board of Appeals into Land Use Court of Appeals. Provides that <br /> Land Use Court of Appeals be within judicial branch and consist of three judges. <br /> SB 0432 2 Oppose Declares emergency, effective on passage. 2/24 <br /> Changes interest rate imposed on amounts deferred under homestead property tax <br /> deferral program or special assessments for local improvements deferral program. <br /> Provides that interest rate is to be established annually, based on United States <br /> Federal Reserve System primary discount rate in effect on January 1 of year in which <br /> SB 0478 2 Oppose interest accrues. Applies to interest accruing on or after January 1, 2006. 3/09 <br /> Modifies offense of violating speed limit by requiring driver to drive 20 miles per hour <br /> or less in school zone when children are present or flashing light is in operation. <br /> SB 0488 2 Oppose/Am Declares emergency, effective July 1, 2005. 3/24 <br /> SB 0492 2 Support Revises laws regarding driver duties to certain pedestrians. 3/24 <br /> SB 0492A 2 Oppose/Am Revises laws regarding driver duties to certain pedestrians. 5/12 <br /> Prohibits Environmental Quality Commission from establishing water quality <br /> SB 0532 2 Support standards that are less stringent than standards previously established. 4/14 <br /> Requires water supplier serving more than 10,000 people to fluoridate water supply. <br /> Allows certain water suppliers to receive state financial assistance for initial costs of <br /> fluoridation. Appropriates moneys from General Fund to Department of Human <br /> SB 0539 2 Oppose Services for reimbursing water suppliers for initial costs of fluoridation. 2/24 <br /> Expands crime of criminal impersonation of peace officer to prohibit wearing law <br /> SB 0547 2 Support/Am enforcement uniform to deceive others in commission of crime. 3/09 <br /> <br /> Page 35 <br /> <br /> <br />
