2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Requires cities and counties to establish registry of urban planners qualified to act in <br /> lieu of planning and zoning hearings officers to review application for development <br /> permit. Authorizes applicant to choose to have qualified urban planner act in lieu of <br /> SB 0869 2 Oppose hearings officer to review application for development permit. 4/07 <br /> { - Deletes authority of city to annex by ordinance or resolution territory not within city <br /> but surrounded by corporate boundaries of city or surrounded by corporate <br /> boundaries of city and body of water. - } { + Prohibits City of Beaverton from annexing <br /> territory not within city but surrounded by corporate boundaries of city, or surrounded <br /> by corporate boundaries of city and body of water, in manner that does not require <br /> approval of residents of or property owners in territory. Sunsets January 2, 2008. <br /> Provides that when city or district providing urban services proposes annexation of <br /> territory, annexation plan shall be submitted only to electors of territory proposed to <br /> be annexed. Sunsets January 2, 2008. Directs Joint Legislative Committee on Land <br /> Use, or another appropriate interim legislative committee, to consider and propose <br /> legislation relating to annexation issues. Sunsets January 2, 2008. Prohibits <br /> annexation of specified industrial properties by city or metropolitan service district. <br /> Sunsets June 30, 2020. Authorizes cities initiating certain annexation proceedings to <br /> SB 0887A 2 Oppose establish future boundaries work group to mediate contentious issues related to propo 5/26 <br /> Defines 'freight route' for purpose of prohibition on reduction of capacity of state <br /> SB 0894 2 Oppose highways. 3/09 <br /> Declares statewide land use planning goals relating to transportation planning <br /> advisory only. Requires Land Conservation and Development Commission to <br /> SB 0897 2 Oppose consider impact of goals on economic development. 3/17 <br /> Creates crime of criminal mistreatment in first degree. Punishes by maximum of 10 <br /> lears' imprisonment, $250,000 fine, or both. Reclassifies existing crimes of criminal <br /> mistreatment. Creates crime of endangering welfare of minor in first degree. <br /> Punishes by maximum of 20 years' imprisonment, $375,000 fine, or both. Expands <br /> definitions of 'abuse' and 'public or private official' for purposes of child abuse <br /> reporting laws. Requires health care providers to provide protected health information <br /> to law enforcement agencies and Department of Human Services under certain <br /> SB 0907 2 Support circumstances. 3/17 <br /> Expands list of places declared to be public nuisances subject to enjoinder and <br /> SB 0910 2 Support abatement. 3/17 <br /> <br /> Page 39 <br /> <br /> <br />
