2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Creates crime of operating methamphetamine lab. Punishes by maximum of 20 <br /> HB 3042 3 Support years' imprisonment, $375,000 fine, or both. 4/14 <br /> Allows designation of not more than three chief petitioners for state initiative or <br /> referendum measure prior to date Secretary of State approves form of petition <br /> signature sheets. Allows petition to circulate and be filed if at least one of designated <br /> HB 3043 3 Neutral chief petitioners remains as chief petitioner. 4~28 <br /> Directs each county sheriff's department and chief of police of city police department <br /> to adopt policy addressing whether peace officers may appear in uniform while off- <br /> HB 3045 3 Oppose duty. 4/07 <br /> Prohibits sending, receiving, possessing and breeding of exotic animals. Punishes <br /> violation of prohibition by maximum of $2,500 fine, six months' imprisonment, or both. <br /> Creates exception for possession of exotic animal by person holding personal <br /> possession permit issued by animal control agency. Exempts certain institutions, <br /> organizations and facilities. Eliminates state policy on regulating possession of exotic <br /> animals. Provides for animal control agencies to administer and enforce regulation of <br /> exotic animals. Requires animal control agencies to establish fees to cover cost of <br /> exotic animal regulation. Terminates State Department of Agriculture regulation of <br /> HB 3046 3 Support exotic animals. 4/14 <br /> Changes minimum penalty for third or subsequent conviction for providing liquor to <br /> HB 3052 3 Support/Am 2erson under 21 years of age to $5,000 fine and 300 hours community service. 4/07 <br /> Authorizes issuance of lottery bonds for rail improvement projects. Establishes Rail <br /> Improvement Account and continuously appropriates moneys in account to <br /> HB 3060 3 Support Department of Transportation for rail improvement projects. 4/07 <br /> Authorizes city to annex territory without vote of electors in territory when more than <br /> half of owners of land in territory whose real property constitutes more than half of <br /> assessed value of all real property approve annexation in writing. Clarifies when <br /> annexation may proceed without vote of electors in city proposing annexation and <br /> when annexation may proceed without vote of electors in territory proposed to be <br /> annexed. Clarifies how annexation may proceed when there are no electors in <br /> HB 3084 3 Monitor territory proposed to be annexed. 4/14 <br /> <br /> Page 60 <br /> <br /> <br />
