Ms. Bettman, seconded by Mr. Papd, moved to change the status of the bill to Monitor.
The motion passed unanimously.

HB 2199B

Ms. Bettman wanted to pull the bill, which removed oversight of the Vertical Housing Program Zone
Program from one State agency to another and broadened the definition of the program, as the legislative
liaison for the bill was not present. Mr. Heuser noted the bill passed by a margin of 58:0 in the House.

The committee agreed to hold the bill over to the next meeting.

HB 3159a

Ms. Taylor, seconded by Mr. Papd, moved to change the status of the bill to Oppose.

Responding to a question from Ms. Bettman regarding the bill, which would exempt certain licensed
contractors from product liability actions related to the use of asbestos, Mr. Svendsen said the City's
liability would be the same regardless.

The motion passed unanimously.

SB 0197

Ms. Bettman asked if write-in candidates have the same deadlines as other candidates. Ms. Feldman
indicated there was nothing specified in the law now. Ms. Bettman asked why the City would not support
the bill, which would prescribe deadlines for such individuals to file a form accepting the nomination or
office. Ms. Feldman indicated the requirements were triggered after an election. She did not recommend
opposing the bill, but suggested a status of monitor. Mr. Heuser noted support for the bill in the Senate,
which passed by a margin of 28:0.

SB 0566A

Responding to a question from Ms. Bettman, Mr. Jones said the bill, which would exclude Highway 126 and
a portion of Highway 101, was specific to the two highways. He said that staff wanted to ensure that if
something occurred to increase the number of designated freight routes, Eugene would have the ability to
prevent that designation on roads traveling through the city's downtown.

SB 0641A

Responding to a question from Ms. Bettman, Mr. Cushman indicated that dog fighting paraphernalia were
defined in the bill, which created the crime of possessing such paraphernalia. Such things as leashes were
not included.

SB 0796

MINUTES--Council Committee on Intergovernmental Relations May 12, 2005 Page 7
