Responding to a question from Ms. Bettman about the potential of amending the bill to have more specificity <br />as to the timelines, Mr. Heuser indicated the bill was dead. <br /> <br />SB 0844A <br /> <br />Ms. Taylor expressed concern about the bill, which would increase the penalties to dog keepers with biting <br />dogs. <br /> <br /> Ms. Taylor moved to change the status of the bill to Oppose. <br /> <br />The motion died for lack of a second. <br /> <br />SB 1043 <br /> <br />Mr. Heuser indicated the bill, which would allow a county to distribute money from the federal Forest <br />Reserve to a school fund, had not received a hearing and was likely to be dead. <br /> <br />Ms. Bettman noted her support for the bill, which had the potential of increasing school funding. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to change the status of the bill to Support. <br /> The motion passed, 2:1; Mr. Pap6 voting no. <br /> <br />Mr. Pap6 explained he would prefer to leave the bill's status as Monitor and would have abstained from the <br />vote if possible. <br /> <br />SB 1048 <br /> <br />Ms. Bettman questioned the benefit of the bill, which created a State advisory council to address homeless <br />issues. She said it appeared to dissolve some existing entities that do the same things proposed for the <br />council. Mr. Heuser indicated the bill had received a public hearing. He said the social service providers <br />and State representatives had indicated to him that a dialogue had been occurring about need for more <br />coordination and integration of services. Ms. Bettman questioned how the bill would impact the resources <br />the local agencies have available to fight homelessness. Would those funds be consolidated at the State <br />level, and would the bill reduce the City's ability to do the little it could locally in hopes the State would <br />manage the problem. She asked staff to check in with the local service providers regarding their position on <br />the bill. <br /> <br />Ms. Taylor agreed with Ms. Bettman, saying she was skeptical about creating a new bureaucracy. <br /> <br />The committee agreed to hold the bill over to the next meeting. <br /> <br />Mr. Pap6 briefly left the room. <br /> <br /> Ms. Taylor, seconded by Ms. Bettman, moved to forward the committee's recommendations <br /> to the council for adoption.
