Improvement Petitions
Mr. Delay expressed concern regarding Resolutions 2939 and 2940, in that
the City perhaps could not afford to do their part in improvement. He
wondered if this was an exceptional case, or whether Council would be
facing more of the same kinds of requests. Assistant Manager responded
that these are different circumstances since the City is the abutting
property owner and the developer will be required to put in a twenty-four
foot improvement with curb on one side. Mr. Allen said that the request
for the project had come after this year's budget process, thus the reason
it had not been included in this year's budget. He said this would be a
- low-priority item for the City, as the subdivision will be provided
services by the developer. It may be five or ten years before the City
completes its portion.
Mr. Delay then wondered if the portion the City is responsible to develop
and will not be developing is going to be used. Mr. Allen used a map
to explain the project to Mr. Delay. Mr. Delay then said the concerns
of the general capital plight the City will be finding itself in to
accommodate growth and the potential air-quality problems had been
answered by Mr. Allen. He was convinced that this was a unique situation.
Res. No. 2940--Authorizing initiating process for street paving, sanitary
sewer and storm sewer construction within Flatbush Subdivision
and within 160 feet of the west plat boundary; and sanitary
sewer in Terry Street from 1300 feet south of Royal Avenue
to Royal Avenue (1562), was read by number and title.
Mr. Hamel moved, seconded by Mr. Delay, to adopt the resolution.
- Motion carried unanimously.
6/21/78--5
~53
