He felt this particular neighborhood was <br /> learning to live with the planning process and felt further the <br /> planning and implementation of refinement plans was an educational <br /> process. He hoped there would be more understanding and better <br /> planning of the update process. <br /> Mr. Delay expressed concern that the rationale presented by the <br /> Planning Commission for taking this action, which was different from <br /> the recommendation of the Planning staff, would be to answer critics <br /> of the Commission who said the Commission only did what the staff <br /> recommended. He did not think that should be any rationale for either <br /> accepting or rejecting a recommendation. <br /> Vote was taken on the motion which carried unanimously and <br /> the bill was read the second time by council bill number only. <br /> Mr. Bradley moved, seconded by Mr. Delay, that the bill be approved <br /> and given final passage. Roll call vote. All Councilors present <br /> voting aye, the bill was declared passed and numbered 18233. <br /> C. Public Works Bid Awards (attached) <br /> Don Allen, Public Works Director, reviewed the bids for Council. He <br /> recommended awarding to low bidders on all except item number five. <br /> In that case, staff was recommending that Shur-way Builders be allowed <br /> . to withdraw their bid which was submitted in error and recommended <br /> awarding the bid to Wildish Construction Company. <br /> Public hearing was held with no testimony presented. <br /> Mr. Bradley moved, seconded by Mr. Delay, to award to low bidders <br /> as recommended by staff, except item number five in which <br /> Shur-way was allowed to withdraw and the bid was awarded to Wildish <br /> Construction. Motion carried unanimously. <br /> IV. ORDINANCES FOR SECOND READING <br /> Lacking six Councilors for final reading at July 10 meeting, the following <br /> council bills were brought back for final reading and passage: <br /> C.B. 1641 -- Authorizing rezoning from County AGT to City R-1 PD <br /> property located between Willamette Street and Fox <br /> Hollow Road (Brolin Co.) (A/Z 77-9) was read by council <br /> bill number and title only, there being no Councilor <br /> present requesting it be read in full. <br /> Mr. Bradley moved, seconded by Mr. Delay, that the bill be approved <br /> and given final passage.
