<br /> Jan Muller, 1670 Fairmont, would contend that the buildings are <br /> e historically signficant. As to meeting the Code standards, he <br /> doesn1t feel that there is a building downtown 12 to 15 years old that <br /> would meet the Code since it changes so often. <br /> Public Hearing was closed. <br /> Charles Kupper, HCC, referred to suggestions that the ERA receive <br /> proposals for the property. He said that on March 17, at a joint <br /> meeting, the Renewal Agency proposed to the Historic Review Board that <br /> the Historic Review Board not designate the buildings as landmarks and <br /> that the ERA would invite proposals to include new and restorative <br /> proposals. He said the Renewal Agency modified it at a later date and <br /> at the May 25 meeting suggested that the oldest of the three be <br /> preserved in some way. He said the Renewal Agency does want to see <br /> what is out there in the way of proposals. <br /> Mayor Keller wondered if there is a deadline on applications for <br /> development. Mr. Kupper responded that from October through February <br /> of last year the properties were not really on the market because they <br /> were tied up in negotiations on certain proposals. Mr. Obie wondered <br /> if it was timely to seek proposals and, if so, what would be a reason- <br /> able period of time. Mr. Kupper said that any time is timely. He <br /> said it might take a couple of months to get invitations for proposals <br /> which could be accepted for 60 days or so. Six months is a realistic <br /> length of time for the entire process. Mrs. Smith wondered about the <br /> legal implications regarding the Hoffmans. Joyce Benjamin, City <br /> e Attorney, said she thinks it would depend on the documents transferring <br /> the property from the Hoffmans to the City. Mayor Keller's suggestion <br /> is that a tour should be taken of the properties and that staff be <br /> instructed to bring people with expertise and a commitment not to be <br /> involved in the particular program. <br /> Mr. Hamel moved, seconded by Mrs. Smith, to table the decision for <br /> two weeks, pending a tour by Council of the facilities. Motion <br /> carried, Mr. Delay, Mr. Hamel, and Mrs. Smith voting aye, Mr. <br /> Lieuallen, Mr. Bradley, and Mr. Obie voting no, and Mr. Keller <br /> breaking the tie by voting aye. <br /> There was a question whether the tour was open to the public and <br /> it was pointed out that the tour is not a public meeting but the press <br /> has always been invited to attend. <br /> B. Requests for Financial Assistance to Historic Landmarks: Oregon <br /> Electric Depot, Lane County Clerks Building, and Smeede Hotel. <br /> Approved by Historic Review Board May 25, 1978. Maps have been <br /> distributed to Council members. <br /> Manager explained that the three requests for financial assistance <br /> were selected from a field of six. Questions to be concerned with <br /> were whether the City should provide money for already restored <br /> e buildings.
