Since the backyard is not visually accessible to the public <br /> and one requirement is that a person walking by can enjoy the dollars <br /> spent on the building, it was not recommended for funding. Funds were <br /> also requested for the Caulkins House to repair the interior of the <br /> basement wall. However, because of the $14,000 already allocated it, <br /> it seemed as though some others were in greater need. <br /> No ex parte contacts or conflicts of interest were declared <br /> by Councilors. Staff notes and minutes were entered as part of <br /> the record. <br /> Public hearing was opened. <br /> Clark Cox, 1085 Patterson Street, Apt. 9, said he was disappointed <br /> that the Cal Young and Caulkins houses were not getting a recommend- <br /> ation, though he has no objection to the Clerks' House nor the Oregon <br /> Electric Depot. <br /> Jan Muller, 1670 Fairmont, suggested that the Council grant all <br /> three requests. <br /> Public hearing was closed. <br /> e Mr. Delay questioned the guidelines on allocations because of limited <br /> resources the Board has. Mr. Muller said that in the past the Historic <br /> Review Board has had the contention that, if a structure on the list <br /> is suffering any serious structural damage, that should be funded. <br /> Ms. Rees added that the Historic Preservation ordinance says that <br /> owners may seek assistance for repair and/or renovation. <br /> Mr. Obie said he appreciates the significance of restorative efforts, <br /> but he feels the enterprises are economically vital and should be able <br /> to do their own repairs. Mr. Keller agreed with Mr. Obie. <br /> Res. No. 2980--Authorizing financial assistance request for the <br /> Oregon Electric Depot in the amount of $4,928.33 <br /> was read by number and title. <br /> Mr. Hamel moved, seconded by Mr. Bradley, that findings supporting <br /> financial assistance as set forth in Historic Review Board staff <br /> notes and minutes of May 25, 1978, be adopted by reference thereto <br /> and that the resolution be adopted. .Motion failed, Mr. Delay and <br /> Mr. Lieuallen voting aye, and Mr. Hamel, Mr. Bradley, Mr. Obie, <br /> and Mrs. Smith voting no. <br /> Res.
