Judy Rees, HCC, repeated that only three of the six buildings were e recommended. She said the Cal Young House is changing ownership and some of the money already allocated to it had not been spent. Funds had been requested for the Christian House for renovation of the backyard. Since the backyard is not visually accessible to the public and one requirement is that a person walking by can enjoy the dollars spent on the building, it was not recommended for funding. Funds were also requested for the Caulkins House to repair the interior of the basement wall. However, because of the $14,000 already allocated it, it seemed as though some others were in greater need. No ex parte contacts or conflicts of interest were declared by Councilors. Staff notes and minutes were entered as part of the record. Public hearing was opened. Clark Cox, 1085 Patterson Street, Apt. 9, said he was disappointed that the Cal Young and Caulkins houses were not getting a recommend- ation, though he has no objection to the Clerks' House nor the Oregon Electric Depot. Jan Muller, 1670 Fairmont, suggested that the Council grant all three requests. Public hearing was closed. e Mr. Delay questioned the guidelines on allocations because of limited resources the Board has. Mr. Muller said that in the past the Historic Review Board has had the contention that, if a structure on the list is suffering any serious structural damage, that should be funded. Ms. Rees added that the Historic Preservation ordinance says that owners may seek assistance for repair and/or renovation. Mr. Obie said he appreciates the significance of restorative efforts, but he feels the enterprises are economically vital and should be able to do their own repairs. Mr. Keller agreed with Mr. Obie. Res. No. 2980--Authorizing financial assistance request for the Oregon Electric Depot in the amount of $4,928.33 was read by number and title. Mr. Hamel moved, seconded by Mr. Bradley, that findings supporting financial assistance as set forth in Historic Review Board staff notes and minutes of May 25, 1978, be adopted by reference thereto and that the resolution be adopted. .Motion failed, Mr. Delay and Mr. Lieuallen voting aye, and Mr. Hamel, Mr. Bradley, Mr. Obie, and Mrs. Smith voting no.
