Motion failed, Mr. Delay and <br /> Mr. Lieuallen voting aye and Mr. Hamel, Mr. Bradley, Mr. Obie, and <br /> Mrs. Smith voting no. <br /> Res. No. 2982--Authorizing financial assistance request for the Lane <br /> County Clerk's building in the amount of $344.98 was <br /> read by number and title. <br /> Mr. Hamel moved, seconded by Mr. Bradley, that findings supporting <br /> financial assistance as set forth in Historic Review Board staff <br /> notes and minutes of May 25, 1978, be adopted by reference thereto <br /> and that the resolution be adopted. <br /> Mr. Obie said it did not seem appropriate for the City to allocate <br /> funds before the County had a chance to consider funding, since the <br /> building in question is a County building. Mr. Bradley sees no <br /> difference between this request and the first two. Mr. Delay concurred, <br /> stating that the City created Historic Preservation and designated <br /> places as historic monuments and that it should back up that ordinance. <br /> If the proposals are rejected, maybe the City needs to form a new <br /> policy, he thought. Mr. Muller said that Council's previous action is <br /> effectively removing any economic incentive to follow a historic <br /> preservation ordinance. Mr. Obie said he does not have a problem <br /> with funding repairs to the County Clerk's building but he feels that <br /> e the County might be the one to do it. <br /> Vote was taken on the motion which carried, Mr. Delay, Mr. Hamel, <br /> Mr. Lieuallen, and Mrs. Smith voting aye, and Mr. Bradley and <br /> Mr. Obie voting no. <br /> Joan Rich, Historic Review Board, commented to Council that the <br /> Board needs a new direction from the Council should it wish to change <br /> some of the standards on funding historic preservation requests. It <br /> was understood that the matter would be placed on a Wednesday Council <br /> agenda. <br /> C. Rezonings <br /> (Maps have been distributed to Council members.) <br /> 1.
