<br /> I <br /> Public hearing was closed. <br />e Mr. Saul commented that the issue is whether the sewer can be extended <br /> to the property. He said staff maintains those facilities cannot be <br /> provided to all of the property. <br /> Mr., Obie wondered if all the buildings on the property could be <br /> served, even if not all of the property could be served. Mr. Saul <br /> said the buildings could all be served. <br /> Mr. Alpert commented that City facilities are available to the site. <br /> He said he thinks it satisfies the LCDC requirement. He said he is <br /> not asking for additional residences. It is not a request for develop- <br /> ment. His motivation for the request is that there is a septic tank <br /> and drain field that is antiquated. He recognizes that the property <br /> could be developed or sold but in terms of motivation that is not his <br /> motivation at the present time. <br /> Mr. Hamel moved, seconded by Mr. Delay, to deny the appeal and <br /> uphold the Planning Commission decision and enter staff notes and <br /> minutes as part of the record. Motion carried, all Councilors <br /> present, voting aye, except Mr. Haws and Mr. Bradley abstaining. <br /> E. Public Works Bid Awards (attached) (opened 8/22/78 at lO:a.m.) <br /> Don Allen, Public Works Director, read a complaint into the record on <br />e project eight which said that the storm sewer on Dillard is of concern <br /> to an individual on 1485 East 43rd. They are concerned that the storm <br /> sewer is in a rather large water course and that it would be denying <br /> use of the stream by wildlife in the area. <br /> Public hearing was held with no testimony presented. <br /> Mr. Hamel moved, seconded by Mr. Bradley, to award the bid to the <br /> low bidders on all nine projects. Motion carried unanimously. <br />II. ORDINANCES <br /> A. Designating as historic landmarks the Preston Building, the Hall <br /> Building and the Portland Store located on the east side of Willamette <br /> Street between 8th and 9th avenues (C.B. 1732) <br /> This council bill was held over from August 18, 1978. <br /> Council has, in the meantime, toured the facility. Staff has drafted a <br /> proposed motion, copies of which have been distributed to Council members. <br /> Mr. Delay said he thought the motion sounded like a perf~ctly adequate <br /> resolution of the matter. If Council has to later arbitrate the outcome <br /> of the three bui19ings, at least it will have a list of concrete proposals <br /> to use. Councilors also received recommendations concerning the three <br /> buildings as prepared by Michael Shellenbarger, Associate Professor of <br /> Architecture at the University of Oregon, a letter from ERA Director Kupper <br />- <br /> 8/28/78--9 <br /> 587 <br />
