He will be working with Dr. Moore on the program, as <br /> well as personnel and other research and development programs. <br /> VI. City/County Golf Course Study at Mt. Pisgah--Manager noted distribution <br /> of the study by the National Golf Foundation regarding the golf course at <br /> Mt. Pisgah. The Council.s action today would be to authorize a committee <br /> of elected officials to review the study for feasibility, financing, etc. <br /> Lane County Commissioners are considering the same action today. <br /> In response to a question from Mr. Haws, Ernie Drapela said it would be <br /> difficult to make any recommendation prior to the November 7 election on <br /> effect of the tax limitation measures. He said one financial option would <br /> be to get a lease/ concession operation. <br /> Mr. Drapela suggested Council direct its attention to two particular <br /> sections of the study: 1) the conclusions and recommendations, listed <br /> on pages 6-10; and 2) the financial data on development and management, <br /> listed on pages 92-105. <br /> Mr. Delay expressed concern that the study committee direct its attention <br /> to the financial section, noting any such operation should be profitable <br /> to the City. He noted also the possible financial impact on other major <br /> serv ices of the City. <br /> Mr. Obie felt unless the golf course has the unique feature of providing <br />- open space within the confines of Eugene, perhaps it might be in the <br /> City's best interest to allow the County to take full responsibility. <br /> Mr. Bradley moved, seconded by Mr. Delay, to authorize appoint- <br /> ment of a Lane County/City Study Committee for a possible golf <br /> course. Motion carried unanimously. <br /> VI I. Community Conference on Growth Management Studies <br /> Manager said the conference would be an effort to more deeply involve the <br /> community in the update process and growth management issues. Jim Farah, <br /> Planner, said the conference would focus on the Phase II report and other <br /> growth issues. It was hoped to get community participation and establish <br /> definitive directions. Those suggestions would be taken to the Planning <br /> Commission to be used to formulate recommendations to the City Council for <br /> Phase 2. The conferees to be invited were chosen on the basis of a <br /> diversity and balance of broad community interests, with resource people <br /> such as staff and department heads. He noted the recommendation had been <br /> presented to the Citizens Involvement Advisory Committee. Their main <br /> concern was the structure would limit participation only to conferees. <br /> However, the Community Goals Committee felt the conference needed struc- <br /> ture and, thus, had made its recommendation as presented. He noted there <br /> would be opportunities for citizen participation in public hearings before <br /> both the Planning Commission and City Council.
