<br />to the fact that the performing arts center will be a rather large building <br />and,will fit in more appropriately with other large buildings in the <br />area. With a scale model, he further demonstrated how the project would . <br />look. The design concept shows a covered arcade on Willamette Street <br />connecting the two facets of the project. The only portion of the entire <br />project which is funded with bond money is the performing arts center <br />and one layer of parking under the center. Dollars for the remainder <br />of the project would come from other sources. Mr. Lutes then presented <br />a slide show outlining the arcade and retail space concepts. He also <br />presented a cross section of the entire project. <br /> <br />Mrs. Smith wondered what plans there were for establishing a design <br />control element with the hotel developers. Mr. Lutes responded that, <br />since it is Renewal Agency land, he assumes there would be established <br />criteria for hotel developers. In answer to a question from Mrs. <br />Schue, Mr. Lutes responded that the lobby design, which appears similar <br />in character to the arcade design, is simply an idea at this point. All <br />materials and structural forms shown at this point are conceptual. In <br />answer to a question from Mr. Hamel, Mr. Lutes said that for the parking <br />structures there would need to be stairwells and an elevator in both <br />blocks. There would be one entrance and one exit to parking per block. <br />In answer to Mrs. Miller, Mr. Lutes said they are working on eliminating <br />any clash of the scale of the buildings with the rest of downtown, as well <br />as what treatment to give the space between Olive and the back of the <br />facility. Additionally, the arcade would be for pedestrians, but not for <br />vehicles. <br /> <br />Manager outlined the three recommendations to be approved by the Council <br />as outlined in a memo of January 10, 1979: <br /> <br />1. That the Eugene Civic Center Master Plan Design Concept (as <br />described in the written statement dated December 19, 1978, <br />and as presented to the Commission on that date) be accepted <br />as establishing the appropriate direction for the Civic Center <br />development, recognizing that several issues regarding access, <br />parking quantity, and funding remain to be resolved. <br /> <br />2. That the Civic Center architects be authorized to proceed with <br />the Performing Arts component and that part of the Parking com- <br />ponent designated as area A-2 of the Master Plan concept, <br />recognizing that these components may be required to stand <br />alone, but will be affected by the total concept. <br /> <br />3. That the architects be authorized to continue development of <br />the Master Plan Design Concept to the extent that it is reason- <br />ably necessary for the development of the Performing Arts center, <br />so as to ensure all traffic, soils, structural, and utility issues <br />are brought to the attention of the appropriate City agencies, and <br />so that the parking to be constructed with the Performing Arts <br />component of the project will appropriately relate to the Master <br />Plan Design Concept for the two-block area. <br /> <br />- <br /> <br />1/17/79--4 <br /> <br />e <br /> <br />~ <br />
