<br />.. <br /> <br />He also outlined an amendment to be approved as outlined in a memo of <br />January 16, 1979: <br /> <br />That the Civic Center architects be authorized to proceed with <br />the Performing Arts component and that part of the Parking com- <br />ponent designated as area A-2 of the Master Plan concept after <br />the project architects and/or the construction manager has pre- <br />pared, submitted, and had accepted, a project budget covering <br />all elements of the agreed-upon program within the authorized <br />General Obligation Bond funding, recognizing that the Performing <br />Arts and designated Parking components may be required to stand <br />alone, but will be affected by the total concept. <br /> <br />Mr. Delay moved, seconded by Mrs. Smith, to approve the three <br />recommendations of the Civic Civic Center Commission, as outlined <br />in the January 10 memo, and as amended by the Janaary 16 memo. <br />Motion carried unanimously. <br /> <br />Manager added that Section 3 does authorize the architect and others to <br />explore additional parking. It will be necessary at the same time to <br />continue to explore additional funding by whatever methods. In order to <br />make a May deadline, it will be necessary to have a decision made before <br />then whether there will be one or two levels of parking. March 30 would <br />be the absolute deadline for that decision. Mayor Keller urged the Civic <br />Center Commission and staff to keep Council informed and to keep moving. <br /> <br />- <br /> <br />IV. Parku1ation Study--Memo of December 29, 1978, has been distributed to <br />Council members. <br /> <br />Jim Hanks, Traffic Engineer, explained that the downtown area is under- <br />going rapid changes, bring an influx of shoppers and employees downtown. <br />He said t~e boundaries of the proposed study would be the railroad on the <br />north, 13th on the south, Jefferson on the west, and Ferry Street on the <br />east. Mr. Hamel said that many hours have been spent working on this <br />same thing in the past, and he questions the need to spent $40,000 at <br />this time. <br /> <br />Mr. Hanks said the LTD proposal is an issue which needs to be worked out. <br />The difficulty before was that LTD has had several sites proposed.
