No. 3069--Authorizing a parking and circulation study in the downtown <br />area with funds transferred to the Public Works not to <br />exceed $40,000 was read by number and title. <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to adopt the resolu- <br />tion. Roll call vote. Motion carried with all Councilors present <br />voting aye, except Mr. Haws voting no, and Mr. Obie abstaining. <br /> <br />VI. Consideration of 1979 Paving Projects--Memos distributed. <br /> <br />A. Request for Initiating 1979 Paving Projects <br /> <br />Don Allen, Public Works Director, reviewed the suggested paving <br />projects in Category A, arterial or collector streets to be upgraded; <br />and Category B, local streets to be paved for safety (Queens Way, <br />Cal Young to Meadowlark School). He said the County will jointly fund <br />the Fox Holl ow improvement project to bri ng it (lp--to--City-standards. - --- ---- <br />The City then will take over and assume maintenance and jurisdiction. <br />He said the 18th and Chambers paving project would be similar to the <br />work done at 29th and Willamette Street. Budget restraints had kept <br />the project from being initiated, but it was felt necessary to proceed <br />at this time. <br /> <br />- <br /> <br />Under Category B, Mr. Allen said there had been 100 percent agreement <br />against the project by the property owners. He noted checkpoints the <br />flowchart which was distributed which would allow Council control. He <br />said the request for initiating these projects in both categories <br />would only allow the staff to start the process. Public hearings <br />would be held in the neighborhoods and before Council. Mr. Allen <br />noted one criteria used in the past for initiating improvements had <br />been dust, but that had usually only been used on arterial streets. <br />Mr. Obie concurred for the need of improvement of 18th and Chambers. <br /> <br />In regard to the process, Mr. Allen said after the design, there <br />wold be preliminary public hearings in the neighborhood and the <br />Council then would be open to the system. Two more public hearings <br />would be held before the City Council. He said in most street improve- <br />mentprojects, the City waits for a petition from property owners. <br />None are forthcoming in these recommended projects. The City did <br />conduct a poll along Queens Way ~ith a negative response from property <br />owners. <br /> <br />- <br /> <br />Assistant Manager noted in response to a question from Mr. Lieuallen, <br />that if the Council is not interested in going ahead with these <br />projects, it should so indicate now. After the preliminary design <br />and staff hearings, it will come back before Council. However, <br />there are many dollars spent in that process. If Council wished <br />to not proceed at the time contracts are to be awarded, 50 percent of <br />the public investment in the project would have been made by that <br />time. Mr. Allen noted the Hearing Panel meeting is the least preferred <br />time to stop a project, as the project at that time is already com- <br />pleted and somebody has to pay for it. <br /> <br />63 <br /> <br />2/7 /79--9 <br />
