Mr. Chenkin said comparative cost analysis ~ <br />had been done, but precise dollar estimates had not been developed to the ,., <br />same degree. He noted if the Lane Community College basin were developed. <br />it may generate more traffic than the streets could hold. <br /> <br />Ms. Miller wondered regarding the phasing, whether the City might wish <br />to annex land that the owners did not wish to have annexed at that time. <br />Mr. Chenkin said that would be a very difficult problem to address. <br />However, if a plan is adopted with development criteria. the cities <br />would have to follow that plan according to the definite set of criteria. <br /> <br />Mr. Delay thanked the Planning Commission members in attendance, and Mr. <br />Chenkin for his presentation. He hoped the City Council and Planning <br />Commission could get together in a work session for further in-depth study <br />of this issue. <br /> <br />v. Parkulation Study--Memo distributed. <br /> <br />Manager said Public Works, Planning, HCC, LTD, and DDB have studied <br />and given approval to the consultant study. He noted attached to the <br />agenda was a memorandum which answered some concerns and outlined specific <br />categories of the study. The study would provide projected volumes <br />and level of service for the street system in the downtown area, recommen- <br />dations for street patterns in the downtown area, resolution of the <br />primary issues relating to locating a central transit station, updated ~ <br />parking requirements for the downtown, recommendations to enhance the ,., <br />accessibility of downtown by using a comprehensive signing plan, an <br />analysis of the interrelationship between 5th Street Market area and the <br />downtown mall, and an air quality analysis required to obtain an updated <br />DEQ permit for constructing additional parking. He said this type of <br />study had not been done for ten or more ye?rs. Dave Reinhard, Don Allen, <br />and Jim Hanks, were available to answer questions. <br /> <br />Mr. Haws felt this type of request should come through the budgetary <br />process, and felt the Council should delay action, with presentation <br />before the Budget Committee. Manager replied many decisions were hinging <br />on this particular study such as the traffic flows related to the Civic <br />Center, the whole parking enforcement study, how free parking areas are to <br />be handled in the future, and what needs there are for free parking in the <br />downtown area. <br /> <br />Ms. Smith said it seemed enough time had passed and it was a difficult <br />problem that needed to be addressed now. Her concern regarding employees <br />parking in the downtown area was basis for her support the study. <br /> <br />Mr. Lieuallen's overriding concern was a resolution of a situation of <br />LTD. He felt they had been left waiting long enough and that situation <br />needed to be resolved quickly. <br /> <br />In response to a question from Mr. Delay, Mr.Hanks said an implementation <br />schedule with recommendations and costs would be included in the study, as ~ <br />well as the Washington/Jefferson interchanqe. ,., <br /> <br />2/7/79--8 <br /> <br />b2 <br />
